"The interim reports are contained in Volumes 1, 2, 3 and 4. Volume 1 contains the interim report on the Provincial and Local-level Government Reform. The report discusses the passage of the Organic Law on Provincial and Local-level governments and the current situation in the country in terms of its implementation. Volume 2 has been prepared following the directives from His Excellency the Govenor General on the advice from the National Executive Council to the Constitutional Review Commission dated 19 October 1995. After studying the seven directives, the Commission is of the strong view that given the enormity of the subject areas to be covered, the Commission had to prioritise the seven Terms of Reference in order to meet the set deadline of 30 June 1996. Volume 3 contains the new initiatives undertaken by the Commission. Volum 4 contains the two supplementary reports on the seminar held at the Granville Motel early thsi year and the Asian Tour undertaken by the Constitutional Review Commission and led by the Chairman of the Commission"--P. 1.

Conflicts of interest in both the public and private sectors have become a major matter of public concern world-wide. The OECD Guidelines define a conflict of interest as occurring when a public official has private-capacity interests which could improperly influence the performance of their official duties and responsibilities. However, identifying a specific conflict of interest in practice can be difficult. And resolving the conflicting interests appropriately in a particular case is something that most people find even more challenging. The Toolkit focuses on specific techniques, resources and strategies for: Identifying, managing and preventing conflict-of-interest situations more effectively; and Increasing integrity in official decision-making, which might be compromised by a conflict of interest. Evaluating the strengths and weaknesses of the government's 10-year national program, the study suggests some critical steps for successful implementation of the reforms, including the need to develop a clear reform policy framework, obtain better coordination among government agencies and between the government and development partners, clarify uncertainties in the assignment of functions between tiers of government, design a robust system on intergovernmental financing, and develop capacities to implement the reforms. The study also suggests some important considerations for ADB programming, including how to best support the deconcentration and decentralization reforms at the central, subnational, and sector levels.
