TPQ’s Summer issue, NATO in 2020 and Beyond: New Strategies and Frontiers, offers insights on the Alliance’s current challenges and future security trends, while offering a look into Euro-Atlantic relations in the coming decade. It is clear that as the international security landscape is rapidly changing, member states’ capabilities, resilience, and most importantly, their commitment will be put to the test. In December 2019, NATO Leaders gathered in London to celebrate the Alliance’s 70-year history and assess the current state of transatlantic bonds. A growing list of both internal and external issues that will continue to be important for NATO were discussed, including Russia’s deployment of intermediate-range missiles, NATO’s expansion policy, China’s growing influence on the international stage, and strategic divisions among member states. The COVID-19 pandemic poses a particularly pressing challenge to NATO and its crisis response efforts. Headlining the Summer 2020 issue is NATO Assistant Secretary General Baiba Braze, whose article focuses on the Alliance’s resilience in response to the COVID-19 pandemic. Underlining the importance of multilateralism in the face of global crises, Braze explains NATO’s role in supporting wider efforts to fight the virus, while also critically preventing the health crisis from spawning security crises. Braze concludes by outlining NATO’s 2030 vision, which prioritizes making the Alliance stronger politically, as well as extending its global reach. Discussing the future of the transatlantic relationship in a declining liberal world order, Senior Advisor to the President of Turkey Gülnur Aybet argues that the policies of certain allies have forced Turkey to become a “self-help” state. Aybet illustrates a revised and inclusive liberal world order in which Turkey is understood in its own context, and thus, approached accordingly. Other topics taken up in this issue are the consequences of the INF Treaty’s demise and NATO’s digital public diplomacy efforts. Several of our authors discuss NATO’s expansion policy, including North Macedonia’s recent accession as the Alliance’s 30th member and the prospective memberships of Ukraine and Georgia.

In the wake of George Floyd’s murder in May 2020, protests broke out in Minneapolis and quickly spread across the United States. National unrest led to the resurgence of the Black Lives Matter movement and added to calls for justice in other American cities, including Los Angeles, Atlanta, Tulsa, and Louisville, Kentucky, where only months earlier, Breonna Taylor was killed by police. By some estimates, BLM protesters numbered between fifteen million and twenty-six million in the US and abroad. The Summer of 2020: George Floyd and the Resurgence of the Black Lives Matter Movement spotlights the perspectives of individual participants who contributed to the movement’s revived impact and global success throughout 2020. Authors Andre E. Johnson and Amanda Nell Edgar interview the movement’s activists—from seasoned organizers to first-time protesters—to discover what Black Lives Matter meant to those who participated in one of America’s largest social movements. Investigates how Americans have remembered violence and resistance since the Civil War, including Confederate monuments, historical markers, college classrooms, and history books. George Floyd’s murder in the summer of 2020 sparked a national reckoning for the United States that had been 400 years in the making. Millions of Americans took to the streets to protest both the murder and the centuries of systemic racism that already existed among European colonists but transformed with the arrival of the first enslaved African Americans in 1619. The violence needed to enforce that systemic racism for all those years, from the slave driver’s whip to state-sponsored police brutality, attracted the immediate attention of the protesters. The resistance of the protesters echoed generations of African Americans’ resisting the violence and oppression of white supremacy. Their opposition to violence soon spread to other aspects of systemic racism, including a cultural hegemony built on and reinforcing white supremacy. At the heart of this white supremacist culture is the memory of the Civil War era, when in 1861 8 million white Americans revolted against their country to try to safeguard the enslavement of 4 million African Americans. The volume has three interconnected sections that build on one another. The first section, “Violence,” explores systemic racism in the Civil War era and now with essays on slavery, policing, and slave patrols. The second section, titled “Resistance,” shows how African Americans resisted violence for the past two centuries, with essays discussing matters including self-emancipation and African American soldiers. The final section, “Memory,” investigates how Americans have remembered this violence and resistance since the Civil War, including Confederate monuments and historical markers. This volume is intended for nonhistorians interested in showing the intertwined and longstanding connections between systemic racism, violence, resistance, and the memory of the Civil War era in the United States that finally exploded in the summer of 2020.

An analysis of the failure of U.S. broadband policy to solve the rural–urban digital divide, with a proposal for a new national rural broadband plan. As much of daily life migrates online, broadband—high-speed internet connectivity—has become a necessity. The widespread lack of broadband in rural America has created a stark urban–rural digital divide. In Farm Fresh Broadband, Christopher Ali analyzes the promise and the failure of national rural broadband policy in the United States and proposes a new national broadband plan. He examines how broadband policies are enacted and implemented, explores business models for broadband providers, surveys the technologies of rural broadband, and offers case studies of broadband use in the rural Midwest. Ali argues that rural broadband policy is both broken and incomplete: broken because it lacks coordinated federal leadership and incomplete because it fails to recognize the important roles of communities, cooperatives, and local providers in broadband access. For example, existing policies favor large telecommunication companies, crowding out smaller, nimbler providers. Lack of competition drives prices up—rural broadband can cost 37 percent more than urban broadband. The federal government subsidizes rural broadband by approximately $6 billion. Where does the money go? Ali proposes democratizing policy architecture for rural broadband, modeling it after the wiring of rural America for electricity and telephony. Subsidies should be equalized, not just going to big companies. The result would be a multistakeholder system, guided by thoughtful public policy and funded by public and private support.
