This guide is intended to assist those responsible for supporting and evaluating a Youth Training Scheme (YTS) program in Great Britain. The first section contains an overview of the objectives and design of YTS. Addressed for the Certificate of Prevocational Education, a sample work learning guide (planned work experience and on-the-job training, off-the-job training, induction, initial assessment, participative learning, and guidance and review); outcomes (competence in a job and in a range of occupational and transferable core skills, ability to transfer skills and knowledge to new situations, and personal effectiveness); integration (negotiation and planning, design of core area learning opportunities, certification, and review and assessment); and evaluation (scheme evaluation and staff development). Appendixes to the guide include the membership list of the supporting YTS Study Group, a YTS core skills checklist, the core requirements for the Certificate of Prevocational Education, a sample work learning guide and instructional diagram, a description of the regional curriculum base, descriptions of YTS programs in Sussex and South Bedfordshire, the results of a survey evaluation of the role of further (adult) education in YTS, a bibliography, and a glossary of terms and abbreviations. Designed for use as a manual, this document is intended to give guidance to the educational system on how it may assist in the implementation of the Manpower Services Commission (MSC) Youth Training Scheme (YTS), a program for vocational preparation. An introduction that explains the background of YTS is followed by eight sections that relate to each of the eight YTS design elements: (1) induction, (2) assessment, (3) planned work experience, (4) occupationally based training, (5) off-the-job training/education, (6) core areas, (7) guidance and support, and (8) record and review of progress and achievement. Each section refers to appropriate MSC criteria and then goes on to describe how these relate to the Further Education Unit and other educational perspectives. Other sections deal with staff development and evaluation. Appendixes, amounting to one-half of the document, include a common core of skills for vocational preparation, a chart of occupational training families, guidance for evaluation of YTS programs, a sample work learning guide and instructional diagram, and descriptions of four examples of YTS. This document explains the Youth Training Scheme (YTS) in Great Britain. It is intended for YTS managers, coordinators, and tutors but may also be useful to curriculum and staff developers at colleges and training organizations. The manual begins with an introduction that gives the background and rational for the YTS, and it ends with a 60-item reference list. In between, four sections offer information and advice on aspects of the design framework of YTS. The section entitled Inputs describes the training plan, training agreement, competence objectives, work experience, and off-the-job training and education that Approved Training Organizations (ATOs) must provide all YTS enrollees. The section entitled Training Processes explains the processes (selection, induction, assessment, guidance, review, and negotiation) that ATOs must implement for enrollees. The section entitled Certification states that all outcomes of the program (competence in a job and/or range of occupational skills; competence in a range of transferable skills; ability to transfer skills and knowledge to new situations; and personal effectiveness) lead to certification. A section called Evaluation, Development, and Quality explains how ATOs should conduct formative and summative program evaluation, develop curriculum and staff, and ensure quality in training.
