This is is a remarkable study of urban society in one of Indonesia's main port cities. It views Surabaya from the experiences of the people who occupy its alleyways, riverbanks and muddy roadsides, a group that has had little say in the making of policy or the writing of Indonesia's history. The setting is a crowded low-income neighbourhood (kampung) that lies between the Surabaya River and the city's main southern boulevard. For those who live along this kampung's narrow alleyways, the city can be a violent landscape of exclusion and social asymmetry. From this perspective, Indonesia's landmark events, from the revolution of 1945 and the destruction of the Communist Party in 1965 to contemporary urban renewal and anti-terrorism campaigns, take on a new complexion. Using rich ethnographic details, Robbie Peters describes how kampung residents have survived in the shadow of Indonesia's tumultuous economic growth and political reform and how they have contested government controls over the movement and settlement of people, limiting the state's ability to construct an urban citizenry that excludes newcomers. The kampung alternative is a 'participative' citizenship that embraces new arrivals and draws them into the everyday life of the alleyways, using simple rituals such as death commemorations to 'counter-map' static official representations of neighbourhood and community. Such local practices underpin kampung residents' claim to the alleyways and surrounding streets, where they struggle to maintain the informal economy that helps sustain their lives.

Meski pemerintah pusat RI di Jakarta dan pemerintah daerah Surabaya sudah berusaha secara maksimal dalam mencegah hal-hal yang tidak diinginkan, 3 hari kemudian tetap pecah pertempuran sengit antara rakyat Surabaya dan tentara Sekutu. Pasukan Inggris nyaris hancur jika tidak diselamatkan oleh gencatan senjata. Peristiwa ini mengejutkan Mallaby, yang karier militernya dinilai cemerlang (menjadi Brigjend dalam usia 42 tahun), sehingga seorang penulis sejarah bernama J.G.A. Perrot dalam makalahnya berjudul "Who Kill Brigadier Mallaby?", menyalahkan jenderal tersebut atas kekacauan yang terjadi dan situasi yang membuatnya terbunuh. Kematian Mallaby membuat pasukan Inggris murka. Pertempuran paling sengit dalam sejarah Surabaya pun pecah, bahkan mungkin di Indonesia. Penulis sejarah Inggris, Letkol Doulton menyebutkan perlawanan rakyat Surabaya di medan tempur beringas seperti orang gila. Yang mungkin tidak diketahui, ternyata banyak penduduk luar kota yang justru berbondong-bondong ke Surabaya membantu bertempur. Api semangat perlawanan menjalar ke berbagai daerah di Indonesia. Pengaruhnya tidak hanya di Jawa, tetapi di Aceh, Makassar, dan Bali. Di balik kisah-kisah heroik tersebut, buku ini jujur menceritakan kisah kelam revolusi dan intrik-intrik di tubuh TKR. Salah satu contohnya adalah peristiwa penculikan R. Mohamad, Panglima Komandemen TKR Jawa Timur oleh Mayor Sabaruddin yang merupakan bawahannya sendiri. Bagaimana kejadian sesungguhnya? Pada bulan Oktober 1945 pasukan Inggris mendarat di Surabaya dengan tujuan untuk menaklukkannya, namun mereka gagal. Hanya di Surabaya, pejuang RI mampu memberikan perlawanan yang berarti bagi pasukan Jepang dan Inggris-India. Para Arek Suroboyo, di bawah arahan jitu para tokoh nasionalis lokal, melucuti senjata tentara Jepang, menggagalkan usaha Belanda menundukkan Surabaya dan akhirnya menggempur pasukan Inggris-India di bulan Oktober 1945. Wilayah RI pertama yang secara riil merdeka adalah kota Surabaya, dan karena itu penduduknya adalah WNI pertama yang mengecap kemerdekaan. Buku karya sejarawan Dr Frank Palmos menyajikan kisah-kisah 99 hari heroik yang bergolak di Surabaya dari tanggal 22 Agustus hingga 30 November 1945, sebuah rangkaian peristiwa yang memutuskan harapan Belanda dan Inggris untuk berkuasa kembali.
