A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

This report describes the Integrated Survivability Assessment (ISA) methodology, which provides a practical, simple process for assessing the survivability of integrated systems (systems of systems), systems, and/or subsystems with respect to the integrated threat spectrum and/or to individual threats. ISA methodology applies classical systems engineering analysis work breakdown structure processes to formulate an analysis matrix-of-matrices, which enables a roll-up aggregation of results to any analysis level desired. ISA addresses the analysis of both weapon and countermeasure effects, equivalently, as well as considers operational environment effects (natural and manmade), and for the first time, provides systems analysts with a common/unified survivability assessment integration methodology for these diverse areas. The primary enabling factor facilitating this integrated approach to survivability assessment is the employment of a common Vulnerability Risk Assessment methodology for all threat effect survivability analyses.

"Human deceleration tolerances beyond the limits imposed by voluntary experimental methods were studied by means of intensive case histories of 137 individuals who have survived extremely abrupt impacts in accidental, suicidal, and homicidal free-falls. Fall distances ranged up to 275' and calculated velocities up to 116 ft/sec (79 mph). Physical and biological data are presented on both sexes with an age range of 1 1/2 to 91 years, and with impacts occurring in all body axis orientations. A detailed analysis of factors found to affect survivability in free-fall impacts is made. These cases, out of some 12,000 free-falls collected in the past two years, demonstrate that humans have survived impact forces considerably greater than those previously believed tolerable."--Abstract.
