For a long time Lebanon stood up as a symbol for political and social disintegration, ethnic cantonization, repeated civil war and seemingly senseless bloodshed between rival confessional groups. On the other hand, Lebanese territory served as an open arena to settle regional and international disputes. Lebanon is a mosaic of various confessional groups whose differences are not only religious but also ideological, cultural and socio¬economic. The different sects and communities have different subcultures and lack of sense of national identity. This division among the Lebanese has led to an open conflict, the most significant of which is the civil war that broke out in ] 975. Towards the end of 1989, a solution to the Lebanese crisis began to materialize as a result of Arab mediation and international pressure which led to the adoption of the Tai'f Agreement. In order to overcome the constitutional vacuum and the coexistence of two separate governments, which characterized Lebanese politics in 1988 and 1989 following the failure to elect a president of the republic, Lebanese members of Parliament convened in Taif and reached a settlement. While it negated some Maronite powers, the agreement satisfied almost all competing parties and paved the way for a new national order. In general, any solution to the Lebanese conflict should enjoy the backing of the major communities. However, the Taif Agreement lacked from the beginning the approval of major segments inside the Maronite community. The objective of this study is to examine the views of members of Lebanon's Maronite community with regard to the Taif Agreement as well as its implementation. In connection with this, the study will explore Maronite views on the following matters: 1. Position on the Taif Agreement in principle. 2. Position on the manner of the implementation of the agreement. 3. Views on the role of the Maronite community in Lebanon. 4. Views regarding the optimal solution for the Lebanese question. The research procedure of this thesis utilizes research analysis. For this purpose a quota sample of 400 Maronite respondents was collected from the region of Kisrwan. The study derives its importance from the fact that many Maronites feel that the Taif Agreement as well as its mode of implementation has politically marginalized the community. It is important that the views of this community be given due attention. The marginalization of the Maronites does not contribute in the well being of the Lebanese entity especially as we rapidly approach the twenty-first century. In terms of format, this study is divided into seven chapters. The first chapter is divided into four parts. Part one deals with the formation of Maronite political consciousness. It is also a historical review of the sequence of events leading to the eruption of the 1975 Civil War in Lebanon. Part two is an overview of the 1975-1989 Lebanese crisis. Part three describes the salient and significant aspects of Maronite political culture. Part four examines the internal and external factors that lead to civil strife in Lebanon. Chapter two deals with some of the major peace initiative attempted during the war in Lebanon incompassing The Constitutional Documents, The Geneve-Lausanne Conference and Tripartite Agreement. Chapter three presents and analyzes the Taif Agreement from a Maronite perspective. Since our concern in this study is the views of members of the Maronite community with regard to the Taif Agreement, the focus in this chapter is more on the issues related to Maronite role, interests and reactions to the agreement. Chapter four illustrates the survey format utilized in this study, and the steps followed in conducting this survey. Chapters five and six deal with the descriptive and bivariate analysis of the findings. The last part concludes the work and proposes recommendations to improve the quality of the Lebanese political system and to ensure its acceptance by a cross-section of the Lebanese population.
