Studienarbeit aus dem Jahr 2000 im Fachbereich Politik - Internationale Politik - Region: Osteuropa, Note: 2, Ludwig-Maximilians-Universität München (Fachbereich Politik), Veranstaltung: Seminar Theorien des Systemwandels in Osteuropa, Sprache: Deutsch, Abstract: Vor zehn Jahren fanden in Osteuropa Umwälzungen statt, die das Gesicht Europas grundsätzlich ändern sollten. Heute kann man mit einem gewissen Abstand darauf zurückblicken und die Ereignisse beurteilen. Thema dieser Hausarbeit sind die Vorgänge in Polen, speziell der Systemwandel und die Verfassunggebung. Seit den ersten Modernisierungstheorien von Lipset1 versucht man, Erklärungen dafür zu finden, warum und durch welche Bedingungen sich autoritäre oder totalitäre Systeme zu Demokratien wandeln. Der Ansatz untersucht vor allem die sozioökonomische Entwicklung der Länder. Diese wird als Hauptfaktor für die Demokratisierung eines Landes angesehen. Diese mit statistischen Mitteln eng definierten Kausalitäten stellten sich aber nur in wenigen Fällen ein, so daß man im Laufe der Zeit Alternativen zu diesem deterministischen Ansatz suchte. Diese Alternative fand man bei den eigentlichen Verursachern von politischen Veränderungen, den Akteuren. Der akteursorientierte Ansatz2 soll hier die Frage beantworten, wie es zu den Vorgängen in Polen kommen konnte und wie diese letztlich in die heutige polnische Demokratie führten. Der Systemwandel in Polen erfolgte total. Das wirtschaftliche, gesellschaftliche und politische System Polens wurde grundlegend verändert. Einzelne Akteure wie General Jaruzelski oder Lech Walesa spielten dabei eine herausragende Rolle, den Systemwandel zu gestalten. Das Verhalten dieser Akteure trug maßgeblich zum friedlichen Übergang bei. Drei Phasen kennzeichnen dabei den akteursorientierten Ansatz zum Systemwechsel: Liberalisierung, Demokratisierung und Konsolidierung.
