A distinguished group of scholars examine recent transitions to democracy and the prospects for democratic stability in Argentina, Brazil, Chile, the Dominican Republic, Peru, Portugal, Spain and Uruguay. They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

Vorwort zur zweiten Auflage Die hohe Nachfrage nach Systemwechsel 1 hat schon nach weniger als zwei Jahren eine Neuauflage des Bandes notwendig gemacht. Dies muß als ein weiterer Hinweis gedeutet werden, daß die Analyse der Transformation so zialer und politischer Systeme tatsächlich in das Zentrum der sozialwissen schaftlichen Debatte gerückt ist. Freilich steht der starken Nachfrage nach wie vor eine Angebotslücke an übergreifenden theoretischen Analysekon zepten gegenüber. Theoretische Ansätze aus der politikwissenschaftlichen transition-to-democracy-Forschung sind zwar inzwischen in zahlreichen Studien zu den Demokratisierungsprozessen in Südeuropa und Lateinameri ka empirisch erprobt worden und haben sich für diese Regionen mittlerwei le auch eine theoretische Dominanz erobert. Von einer vergleichsweise ähnlich erfolgreichen Position sind die Konzepte zur Untersuchung der gleichzeitig ablaufenden Systemwechsel in den postkommunistischen Län dern jedoch weit entfernt. Verstärkt gilt dies für Ansätze, die einen generel len Geltungsanspruch für politische Systemwechsel reklamieren. System und akteurstheoretische Ansätze konkurrieren nach wie vor, ohne daß sich für das eine oder andere Paradigma eine Dominanz oder ein eindeutiger Erklärungsüberschuß erkennen ließe. Mit wechselseitigen Verknüpfungen bei der Paradigmen, die gleichzeitig abstrakt und konkret genug sind, um für unterschiedliche Systemwechsel in unterschiedlichen Regionen, Dekaden und Transformationsphasen in gehaltvoller Weise als Analyseraster dienen zu können, wird noch experimentiert. Einen Ein- und Überblick in diese theoretische Werkstatt, in die Argu mente, Vorteile wie Defizite der system- und akteurstheoretischen Ansätze bietet dieser erste Band. Darüber hinaus führt er in die konkrete Transfor mationsdebatte in den Großregionen Osteuropa, Südeuropa, Lateinamerika und Ostasien ein.

This study provides the first comprehensive discussion of conservation in Nazi Germany. Looking at Germany in an international context, it analyses the roots of conservation in the late 19th century, the gradual adaptation of racist and nationalist thinking among conservationists in the 1920s and their indifference to the Weimar Republic. It describes how the German conservation movement came to cooperate with the Nazi regime and discusses the ideological and institutional lines between the conservation movement and the Nazis. Uekoetter further examines how the conservation movement struggled to do away with a troublesome past after World War II, making the environmentalists one of the last groups in German society to face up to its Nazi burden. It is a story of ideological convergence, of tactical alliances, of careerism, of implication in crimes against humanity, and of deceit and denial after 1945. It is also a story that offers valuable lessons for today's environmental movement.

Der vorliegende vierte Band der Reihe "Systemwechsel" setzt die Systematik der ersten drei Bände fort, mit der die Herausgeber versuchen wollen, Pro bleme der Systemtransformation im interregionalen Vergleich auf unter schiedlichen Ebenen zu analysieren: Nach Fragen des allgemeinen theoreti schen Standes politikwissenschaftlicher Transformationstheorie im Band 1 und der Beschäftigung mit Problemen der Herausbildung von konsolidierungsfähi gen Institutionen im Band 2, wurde im dritten Band die Rolle von Parteien im Transformations-und Konsolidierungsprozeß junger Demokratien der dritten Welle untersucht. An die Überlegungen dieses dritten Bandes knüpft der vor liegende Band 4 unmittelbar an: Die zehn Beiträge setzen sich mit der Rolle von Verbänden und Interessengruppen im Transformationsprozeß auseinander und wurden -von wenigen Ausnahmen abgesehen -auf einer Tagung des Ar beitskreises Systemwechsel der DVPW im November 1995 in Saarbrücken erstmalig diskutiert. Die Grundfrage, mit der alle Beiträge sich in unterschiedlichen regionalen und systematischen Kontexten beschäftigen, ist aus der Untersuchung der Funktionsmechanismen etablierter Demokratien wohlbekannt. Sie richtet sich auf den Beitrag nicht-staatlicher, freiwilliger' gesellschaftlicher Organisatio nen zur Funktionsfähigkeit demokratischer Ordnungen. Entsprechend stehen zwei Fragen im Zentrum des Erkenntnisinteresses: Welche Rolle haben inter mediäre Gruppen längerfristig im Verlauf politischer Transformationsprozesse gespielt?
