The Future of the Past is a biennial conference generally carried out during the commemoration date of the incorporation of Santa Ana de Los Ríos de Cuenca Ecuador as a World Heritage Site (WHS). It initiated in 2014, organized by the City Preservation Management research project (CPM) of the University of Cuenca, to create a space for dialoguing among interested actors in the cultural heritage field. Since then, this space has served to exchange initiatives and to promote coordinated actions based on shared responsibility, in the local context. The third edition of this conference took place in the context of the 20th anniversary of being listed as WHS and a decade of CPM as the Southern host of the PRECOM3OS UNESCO Chair (Preventive Conservation, Maintenance and Monitoring of Monuments and Sites). For the very first time, and thanks to the collaboration with the Raymond Lemaire International Centre for Conservation of the University of Leuven (Belgium), the conference expanded its local scope. On this occasion, contributions reflected round a worldwide challenge in the cultural field: revealing the paths towards participatory governance of cultural heritage. Participatory governance is understood as institutional decision-making structures supported by shared responsibilities and rights among diverse actors.

Se establece una correlación entre Planificación Estratégica del Desarrollo Local (PEDL) Municipal - Subjetividad Política Gubernamental, Cultura del Poder e importancia de la aprobación de la PEDL como instrumento para la aplicación de aspectos esenciales de la política de desarrollo socioeconómico; al respecto se enfatiza en el rol de la Economía Política en la formación de la cultura del poder y premisa de engarce sistémico de estos propósitos. De manera particular, se identifica desde el punto de vista de la Planificación - Autogestión Gubernamental Municipal Local - Descentralización Administrativa - las debilidades y desafíos que ante sí tiene el paíspara la utilización de la PEDL Municipal,vinculando los mismos a la nueva Constitución y a los documentos rectores de la política económica y social, algunas leyes, normativas y resoluciones vigentes y otras que acompañarán la implementación de la Carta Magna. Se ofrece, como tecnología blanda una revalorización de la metodología de la Planificación Estratégica de Desarrollo Territorial deGijón, Asturias, enriquecida con diferentes fuentes y ajustada a nuestras condiciones de gobierno con el propósito de incentivar integralmente el desarrollo local intramunicipal y la competitividad intermunicipal nacional. Además,se proponen fases para la instrumentación en Cuba de la PEDL en nuestras municipalidades y un sistema de indicadores para operacionalizar la medición del desarrollo de los mismos. La novedad de este resultado investigativo y correspondiente presentación deviene, en gran medida, del enfoque transdisciplinario - no multidisciplinario - y sistémico con el que se realizanlas consideraciones en el mismo, lo cual propicia al análisis la posibilidad de alcanzar una sinergia de recontextualización del conocimiento, alcanzarlo con una perspectiva más integradora, conjugando en este propósito,la reflexión teórica con la experiencia práctica de la autora en los órganos del Poder Popular.
