From 2009 to 2015, the euro area of the European Union (EU) experienced an existential socio-economic crisis. To secure its institutional integrity, the EU designed several new institutions to support member states in need but also to facilitate socio-economic adjustments. The European Stability Mechanism (ESM) lies at the centre of this strategy: it provides financial assistance to member states in severe crisis on an intergovernmental basis while demanding compliance with adjustment programs from program countries. Based on a comparative political economic analysis, Remaking European Political Economies shows that the EU’s financial assistance programs focused strongly on reforms that led to a partial convergence of program countries based on market-based economic governance and reduced governmental influence in the economy. The book draws on extensive, empirically based case studies of two prominent euro area countries in crisis: Greece and Ireland. Dennis Zagermann illustrates that socio-economic models in the euro area can experience institutional change if exposed to severe crises in combination with financial assistance programs that include policy conditionality. In doing so, his book sheds light on the central question of whether there is a possible convergence of European models of capitalism – a question that has been at the centre of comparative political economic debates for over thirty years.

Conditionality has become a popular instrument for achieving policy change in the European Union (EU). EU conditionality in the Euro crisis epitomises the responsiveness-responsibility dilemma that comes with increasing supranational influence on national policymaking: governments find it increasingly difficult to responsively address the needs of their citizens and simultaneously fulfil their obligations vis-à-vis supranational institutions. Blame avoidance strategies are a way to mitigate this problem, as they help governments shape public perceptions about who is to be held accountable for unpopular policies. During the Euro crisis, despite it being an easy target, governments facing EU conditionality did not indiscriminately shift blame to the EU. Instead, they drew on a variety of blame avoidance strategies. This book aims to shed light on this observed variation in governments’ strategy choices during the Euro crisis. To do so, it investigates the constraints that EU conditionality imposes on governments’ use of blame avoidance strategies and how governments chose specific strategies from the remaining blame avoidance toolkit.

This book reexamines the politics of austerity during the euro crisis, challenging conventional narratives of austerity as either an inevitable economic remedy or an external imposition. Focusing on Greece, Portugal, and Spain, it demonstrates that austerity was a political project shaped and contested across domestic, international, and transnational levels. In 2016 the Asian Infrastructure Investment Bank (AIIB) opened its doors as China's first major foray in creating and leading an international organization with global membership. All major donor countries joined, with the exception of the United States and Japan. Today the AIIB is a medium-sized multilateral development bank (MDB) with a global membership second only to that of the World Bank. This book explains the complexity of the AIIB: a liberal international organization designed by a group of state and MDB experts to reflect the existing norms and rules of development banking while, at the same time, it is the creation of an illiberal state that interacts with the existing order in ways that often contradict those norms and rules. Gutner argues that the AIIB is largely cut from the same cloth as other MDBs and faces similar challenges and criticism. However, a growing contradiction between conflicting Chinese institutional strategies risks turning the AIIB into the Potemkin village of China's international development and regional governance strategies—a showcase of actions that follow global norms of development banking, within a larger landscape of institutions that do not. The book advances our understanding of how institutional diffusion takes place in the system of MDBs and is a reminder of the importance of a nuanced approach to understanding China's institutional strategies.

A data-rich study of the difficult partnerships between the colleges, universities, and businesses of Silicon Valley. Universities and colleges often operate between two worlds: higher education and economic systems. With a mission rooted in research, teaching, and public service, institutions of higher learning are also economic drivers in their regions, under increasing pressure to provide skilled workers to local companies. It is impossible to understand how current developments are affecting colleges without attending to the changes in both the higher education system and in the economic communities in which they exist. W. Richard Scott, Michael W. Kirst, and colleagues focus on the changing relations between colleges and companies in one vibrant economic region: the San Francisco Bay Area. Colleges and tech companies, they argue, have a common interest in knowledge generation and human capital, but they operate in social worlds that substantially differ, making them uneasy partners. Colleges are a part of a long tradition that stresses the importance of precedent, academic values, and liberal education. High-tech companies, by contrast, value innovation and know-how, and they operate under conditions that reward rapid response to changing opportunities. The economy is changing faster than the postsecondary education system. Drawing on quantitative and historical data from 1970 to 2012 as well as 14 case studies of colleges, this book describes a rich and often tense relationship between higher education and the tech industry. It focuses on the ways in which various types of colleges have endeavored—and often failed—to meet the demands of a vibrant economy and concludes with a discussion of current policy recommendations, suggestions for improvements and reforms at the state level, and a proposal to develop a regional body to better align educational and economic development.

Based on four years of embedded observation in the cabinet of a European Commissioner, this book develops a sociology of international political work. Empirically, it offers an insider's chronicle of the European Union between 2015 and 2019. The analysis traces the successes and failures of Commissioner Pierre Moscovici and his team on five issues that defined European politics between 2015 and 2019: the Greek crisis, budgetary disputes with Spain and Portugal, the rise of populism in Italy, the reform of the eurozone, and the fight against tax evasion. The aim is not to ascertain whether the Commission's policy was good or bad, but to understand how political work is done in a European Union where the 'spectacle of power' is blurred by 24 official languages, 28 national histories, a powerful technocracy, and sometimes opaque institutions. As a life-long socialist politician and former French finance minister, Pierre Moscovici was perhaps the most intensely political character in Jean-Claude Juncker's self-styled 'Political Commission'. Brandishing his leftist identity, rejecting technocratic talk, he surrounded himself with staffers sharing his ambition - but also critical of his actions. Shadowing them from the corridors of the Berlaymont, the seat of the European Commission, to Washington and Athens, The Political Commissioner throws light on the partisan struggles that shaped the Juncker Commission, tensions with the Eurogroup and the Parliament, and recurring conflicts with the Member States.
