Über den Fußball haben sich ganze Nationen definiert und sich mit ihm identifiziert. Mit Fußball-Ereignissen lassen sich Entwicklungen in Politik und Gesellschaft verknüpfen. Fußball ist auch ein globales Phänomen. Weltweit wird das Spiel nach denselben Regeln gespielt und steht jenseits sozialer, politischer oder öko-nomischer Schranken für alle offen. Dietrich Schulze-Marmeling beschrieb die Konsens-kraft des Fußballs so: "Die Sprache des Fußballs ist universell, jeder kennt und beherrscht sie. Fußball vereint den Intellektuellen mit dem Arbeiter, versöhnt für kurze Momente Arm und Reich miteinander und bietet in der sich individualisierenden Welt eines der letzten gemeinsamen Erlebnisse". (Vgl. Schulze-Marmeling, 2000, 9) Das heißt jedoch nicht, dass Fußballstadien eine heile Welt wären. Aggression, Intoleranz und Rassismus sind Teil des Fußballs und eine Herausforderung für Politik und Gesellschaft. Vor dieser Folie soll zunächst die Entstehungsgeschichte des Fußballs nachgezeichnet werden, wobei immer der Fokus auf die Ursache und Wirkung von Zuschauergewalt liegt. Zunächst wird der zugrundeliegende Gewaltbegriff definiert, um diesen vielschich-tigen Begriff einzugrenzen und ihn als Basis für die weitere Betrachtung verwenden zu können. Parallel zur Weiterentwicklung des Fußballs und der Rahmenbedingungen ver-ändern sich auch Zuschauergruppierungen hinsichtlich ihrer Zusammensetzung, Motiva-tion, Identifikation und nicht zuletzt auch in ihrem Bezug zu Gewalt. Diese Entwicklung hat vor allen seit der Weltmeisterschaft 2006 an Dynamik gewonnen, denn während Hooligans sowohl in ihrer Zahl als auch in ihrer Bedeutung immer weiter zurückgehen, nehmen zunehmend sogenannte Ultra-Gruppierungen ihren Platz im Stadion und in der öffentlichen Wahrnehmung ein.
