This paper focusses on the technical regulations, the assistance offered in interpreting and following the regulations, and the main technical questions now being studied by the Ministry. The authors begin by presenting the new safety standards governing road haulers, administered by the Societe de l'assurance automobile du Quebec, and which came into force in 1988. These standards which apply to drivers, vehicles, and carriers, cover: i) a single driver's licence for all of Canada, ii) driver medical check-ups, iii) duty and driving hours, iv) vehicle safety checks, v) vehicle maintenance, vi) en-route vehicle inspection, vii) carriers' responsibilities, viii) carrier inspections. Some negative reaction to these regulations has encouraged the Ministry to implement a technical assistance group. Discussed are some of the ways in which the group assists the industry. Finally, the authors present the main technical questions being studied by the Ministry. They include: 1) incorporating into load and dimension regulations the requirements set out in the federal-provincial-territorial agreement to spur the use of vehicle configurations recommended by RTAC, 2) reviewing regulations concerning oversize and overweight, 3) participating in various research projects in cooperation with the trucking industry and other Quebec and Canadian agencies, 4) replacing the short-platform weigh scale network with a multi-platform scale network (5 platforms) to enhance the speed and accuracy of weighing, and 5) participating in the introduction of a multi-disciplinary road enforcing team to integrate all verification activities conducted by various government departments or agencies, e.g. weight, dimensions, the securing of loads, hazardous goods, mechanical inspection, hours of service, fuel tax, transport permit, etc. For the covering abstract of the Conference see IRRD Abstract No. 807661.

This manual describes methods and resources for practitioners and decision-makers to use for enacting new laws or regulations or amending existing ones as part of a comprehensive road safety strategy. The manual covers steps to be taken to address five main risk factors and post-crash care. It can therefore be used to: * develop an understanding of the framework of legislation and relevant processes that are applicable in a country * review current national legislation and regulations and identify gaps that hinder implementation and enforcement of effective road safety measures * identify available resources, including international agreements, evidence-based guidance and recommendations on effective measures, to improve legislation * prepare action plans to strengthen national legislation and regulations for the five main risk factors and for post-crash care, including advocating for improvement. Other important topics should also be addressed to achieve a comprehensive national system of road safety legislation and regulation; however, they are beyond the scope of this manual. They include: vehicle and helmet manufacturing standards and testing, third-party insurance, victim's rights and compensation, a graduated driver licensing system, road audits and design standards and driving hours for commercial drivers.
