This report describes the current Air Force approach to building and sustaining technical logistics skills in both the Air National Guard and the Air Force Reserve. In the past decade, the Air Force has grown more dependent on the logistics specialists of the Air Guard and Air Force Reserve. Airmen assigned to the Air Reserve Forces now comprise a significant portion of the personnel in many Air Force specialties, and constitute a majority in a few instances. The purpose of this work is to assess the suitability and adequacy of the policies and programs which support technical skill training for the Reserve Component. We address only the programs dealing with the development and sustainment of certain important technical logistics skills of enlisted personnel, rather than the training programs for general management/supervisory skills or collective unit proficiency. We have concentrated on seven Air Force logistics specialties in the Selected Reserve of the Air Force, and have excluded consideration of the Individual Ready Reserve.

Our earlier efforts found that Reserve Component nondivisional logistics units in the corps rear area and the communications zone area critical to all operations involving Army combat forces. Of the Army nondivisional supply, maintenance, and transportation units deploying the early days of a European war, over 80 percent are Reserve Component units. The purpose of this current review is to determine whether the policies and programs which support technical skill training for the Reserve Components are suitable and adequate.

As the twenty-first century approaches, the number of full-time, active duty personnel in the U.S. military (excluding the Reserves and National Guard) is about 1.4 million, the lowest level since before World War II. Nevertheless, the U.S. military is supposed to be prepared to fight two major-theater wars almost simultaneously while conducting peacekeeping operations and other assignments around the globe. To fulfill this wide range of missions, the U.S. military must continue to rely on the Reserves and National Guard, which are known collectively as the reserve components. The current number of reserve components is almost equal to the number of active duty personnel. In the case of the U.S. Army, the number of reserves is double the number of active personnel. This study addresses how technology can be used to improve the readiness and effectiveness of the reserve components and their integration with the active components. Many technologies are expected to enhance the capabilities of the U.S. military in the twenty-first century, including precision weapons, high-fidelity sensors, long-range surveillance, enhanced stealth characteristics, and advanced communications and information systems. This study reaffirms the importance of improved communication and information systems, for improving comprehensive training and accelerating the mobilization of reserve components for military missions in the coming decade. Although programs using these technologies are already under way in both the reserve and active components of the military, this study focuses on the effectiveness of reserve components and active-reserve integration.

Since 9/11, U.S. military forces have sought to adapt to an expanded battlefield -- one in which rear areas are no longer considered safe and secure. As a result, both the Navy and the Air Force determined that, in order to prepare to operate more effectively in combat, servicemembers in specific occupations required additional standardized combat skills training in such areas as land navigation, first aid, and weapons qualification. The Navy has developed and implemented the Expeditionary Combat Skills course for select Navy personnel. To provide similar training, the Air Force began planning its program. The USAir Force human capital management (HCM) system is not easily defined or mapped. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. The initial skill training (IST) of military enlisted personnel has historically been conducted by the military services. In light of expected changes in the size and structure of the force, and the increasing importance of the reserve forces, Congress has asked whether initial skill training for technical occupations could be provided by civilian institutions. This report describes an analysis of the issues associated with the feasibility of using civilian institutions for this purpose. There is sufficient evidence that civilian organizations can provide military technical training; the more important question is how to choose from among the alternatives. For evaluating training options, the authors developed a conceptual framework based on selecting the lowest-cost training scenario that produces a given level of trained man-years. They conclude that (1) many military occupations are amenable to civilian training, (2) former and existing programs have not been adequately evaluated, (3) civilian-provided IST appears to have benefits in some circumstances, and (4) there are institutional barriers to implementation. They recommend the development of a joint-service working group on training policy and the inauguration of a series of demonstration projects.
