Die militärischen und zivilen, privaten und öffentlichen Bedürfnisse nach aktueller Information und eingehender Kommunikation steigen. Massenmedien gewinnen an Bedeutung. Aber auch der personale Informations- und Kommunikationsaustausch und die informelle Erzählkultur nehmen erheblich zu. Es gibt aber auch den Gegengriff: Militär und Politik haben im Kriegsfall besonders Interesse an der Kontrolle und Beeinflussung von Information und Kommunikation, vor allem durch Zensur und Propaganda. Der Krieg ist -besonders in modernen Gesellschaften- eben auch und nicht zuletzt ein Kampf um die Stimmungs-, Meinungs- und Urteilsbildung nach innen und außen.1 Im folgenden Text wird zunächst eine kurze Darstellung der neuen Formen gesellschaftlicher Kommunikation gegeben wobei der Schwerpunkt auf die Funktionen sowie auf die Methoden der Presse im ersten Weltkrieg gesetzt wird. Funktion und Methodik der Presse haben sich in den Jahren von 1914 bis 1918 so sehr verändert bzw. sich so sehr an die Situation des ersten Weltkrieges adaptiert, dass man sagen kann, dass sich die Presse allgemein sowie die Kriegsberichterstattung fast ausschließlich zwischen Prohibition, d.h. Zensur und Exhibition, d.h. Propaganda bewegte und zum Teil auch heute noch bewegt.

In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. This book will be of important to students of political science, international relations, war and peace studies, conflict studies and peace studies. The action theoretical approach has already proved its value as a framework for communication research, most especially in the study of media audiences and media use. It has deep roots in Weberian sociology, symbolic interactionism and phenomenology and it has been a robust survivor of the various storms that have beset the practice of the social sciences since the collapse of structuralist and social system paradigms. The social action approach privileges the perspective of the acting individual but offers guidelines for connecting the subjective orientation with networks of social interaction and for treating 'behaviour' as a social process. Research within this framework takes account of the wider social context and calls for a careful combination of empirical observation and interpretation, with a corresponding diversity of methodologies. The appeal of the approach stems also from its flexibility, wide range of applications and sensitivity to cultural and social meanings. The contributions assembled in this book, despite their diversity, can all be placed within the framework of social action theory. Some are reports of empirical inquiries, others reflections on theory but each one sheds some light on the significance of media use in everyday experience and contributes to an understanding of communication in society.

Thomas Hobbes laid the theoretical groundwork of the nation-state in Leviathan, his tough-minded treatise of 1651. Leviathan 2.0 updates this classic account to explain how modern statehood took shape between the mid-nineteenth and mid-twentieth centuries, before it unraveled into the political uncertainty that persists today. Modern states were far from immune to the modernizing forces of war, technology, and ideology. From 1845 to 1880, the United States, Canada, Mexico, and Argentina were all reconstituted through territorial violence. Europe witnessed the unification of Germany and Italy, while Asian nations such as Japan tried to mitigate foreign incursions through state-building reforms. A global wave of revolution at the turn of the century pushed the modernization process further in China, Russia, Iran, and Ottoman Turkey. By the late 1930s, with the rise of the Soviet Union and Nazi Germany, the momentum of history seemed to shift toward war-glorifying totalitarian states. But several variants of the modern state survived World War II: the welfare states of Western democracies; single-party socialist governments; and governments dominated by the military, especially prevalent in Latin America, Asia, and the Middle East. Toward the end of the twentieth century, all of these forms stood in growing tension with the transformative influences of globalized capitalism. Modern statehood recreated itself in many ways, Charles S. Maier concludes, but finally had to adopt a precarious equilibrium with ever more powerful economic forces.
