Technology's contribution to economic growth and competitiveness has been the subject of vigorous debate in recent years. This book demonstrates the importance of a historical perspective in understanding the role of technological innovation in the economy. The authors examine key episodes and institutions in the development of the U.S. research system and in the development of the research systems of other industrial economies. They argue that the large potential contributions of economics to the understanding of technology and economic growth have been constrained by the narrow theoretical framework employed within neoclassical economies. A richer framework, they believe, will support a more fruitful dialogue among economists, policymakers, and managers on the organization of public and private institutions for innovation. David Mowery is Associate Professor of Business and Public Policy at the School of Business Administration, University of California, Berkeley. Nathan S. Rosenberg is Fairleigh Dickinson Professor of Economics at Stanford University. He is the author of Inside the Black Box: Technology and Economics (CUP, 1983).

This report addresses a number of issues that have surfaced in the debates over the impact of technological change on employment. These issues include the effects of technological change on levels of employment and unemployment within the economy; on the displacement of workers in specific industries or sectors of the economy; on skill requirements; on the welfare of women, minorities, and labor force entrants in a technologically transformed economy; and on the organization of the firm and the workplace. It concludes that technological change will contribute significantly to growth in employment opportunities and wages, although workers in specific occupations and industries may have to move among jobs and careers. Recommends initiatives and options to assist workers in making such transitions. ISBN 0-309-03744-1 (pbk.).

A galaxy of distinguished international economists and historians pit economic history against the shaky assumptions of the classical economic theory of natural growth. Technology, Growth, and Development uniquely presents the complexities of technical and institutional change on the foundation of modern growth theory. The author shows how the rates and directions of technical change are induced by changes in competitive funding and institutional innovations in the modern research university and industrial laboratory. In turn, technical change itself becomes a powerful source of institutional change. Organized by the author in four parts, the first-Productivity and Economic Growth-gives specific reasons for the slowing of productivity growth in the United States and other leading industrial countries during the last quarter of the twentieth century. In Part II-Sources of Technical Change-the author examines a host of economic factors that influence invention and innovation; the rate and direction of institutional change; and the adoption, diffusion, and transfer of technology. In Part III-Technical Innovation and Industrial Change-he traces the sources and impact of technical change in five strategically important industries: agriculture, electric power, chemical, computer, and biotechnology. The final section, Part IV-Technology Policy-evaluates the role of technical change in international competition, the role of science and technology in environmental policy, and the evolution of U.S. science and technology policy. Technology, Growth, and Development makes few mathematical demands on students, and will be used in courses within economics departments as well as management and public affairs. In addition, it will be required reading for professional economists, managers, and policy analysts at all levels.

Science and technology have long been regarded as important determinants of economic growth. Edwin Mansfield (1971, pp. 1- 2), a pioneer in the economics of technological change, noted: Technological change is an important, if not the most important, factor responsible for economic growth . . . without question, [it] is one of the most important determinants of the shape and evolution of the American economy. Science and technology are even more important in the "new economy," with its greater emphasis on the role of intellectual property and knowledge transfer. Therefore, it is unfortunate that most individuals rarely have the opportunity to explore the economic implications of science and technology. As a result, the antecedents and consequences of technological change are poorly understood by many in the general public. This lack of understanding is reflected in a recent survey conducted by the National Science Board (2000), summarized in Science & Engineering Indicators. ' As shown in Table 1. 1, the findings of the survey indicated that many Americans, despite a high level of interests in such matters, are not as well-informed about technological issues as they are about other policy issues. As shown in the table, individuals self assess, based on a scale from 1 to 100, their interest in science and technology policy issues as being relatively high, yet they self assess their knowledge or informedness about these issues relatively lower.
