This paper presents an overview of activities and organisations carrying out Technology Assessment and related disciplinary fields, in Central and Eastern European countries. The overview is guided by questions on research, civic participation, and policy advising addressing societal, economic, and environmental aspects of technological change in the region. The main contribution of this paper is an update on developments in the institutionalisation of TA and TA-related activities in the last two decades. It builds on previous topical work by Banse (1998a; 1999b) and is furthered by collaborations in EU projects throughout Europe and the institutionalisation of TA networks (such as the European Parliamentary Technology Assessment (EPTA) network and the global TA network). The paper first provides a historical and political frame of the region. In a second step, we describe the critical approaches to technological innovation and the organisations analysing them. The barriers and supports to institutionalisation of TA and related activities in the region are described and suggestions for a way forward are made. Although the presentations, discussions, and feedback rounds with invited experts, as well as the literature review on which this paper is based, cannot replace a systematic analysis of all the research, participatory and advisory activities related to TA in the region, they present a step forward in the planning and pursuit of strengthening TA in these countries. From a scientific perspective, the paper provides reflections on bridging political, cultural, and economic country contexts with infrastructures for TA. This paper is the synthesis of the rich contributions to an online conference on March 21 st, 2022, organised by the Institute of Technology Assessment (ITA) of the Austrian Academy of Sciences, co-hosted by the globalTA network. The participants of the conference contributed with reports on the status quo and perspectives of technology assessment and related fields in their respective countries.

Information and knowledge play an increasingly important role in the implementation of public policies, in particular those of the Central and Eastern European Countries. They are involved in many respects in the elaboration of scientific programs. They are more and more present in the political decision making process and as topic for scientific conferences. They are often at the centre of international discussions on related topics, for example, differences in approaches to produce and apply knowledge or different responses to social function of information. A major lesson of these past years applies to democracy. Europeans demand more involvement in decisions that concern them. This demand goes weH beyond decision making. For public action to be acceptable and efficient, the whole process should become more democratic, from the defmition of the problems, to the implementation and the evaluation of solutions. In the context of conducting research on the consequences of scientific and technological advance, the Europäische Akademie Bad Neuenahr-Ahrweiler in Germany and the Academy of Science of the Czech Republic organised a conference on the relationship between "democracy-participation-technology assessment" in February 1999. The objective of the workshop was to express and to the problems of transition "from exchange various viewpoints and attitudes information society to knowledge society. " The great response given to the international conference underlines the need not only for Central and Eastern European Countries to take into consideration more common projects like this for the future.

This book offers a guideline for "Technology Audit" exercises for the transforming innovation systems of Central and Eastern European Countries (CEECs). Further more, the book presents the results of an exemplary application of this guideline in the field of biotechnology in Hungary. The authors - a group of innovation re searchers of the Fraunhofer Institute for Systems and Innovation Research (lSI), Germany, and of the Innovation Research Centre (IKU), Hungary - provide a sound concept for the identification of technological strengths and weaknesses of the CEECs' industrially oriented research systems as a basis for the design of advanced innovation policies. After the Organisation for Economic Co-operation and Development (OECD) had proposed a "Technology Audit" of Hungary in 1993, a pilot audit was carried out under their auspices. In parallel, the German Federal Ministry of Education, Sci ence, Research and Technology (BMFT) put forward the idea of developing the audit concept further in order to make it applicable also in other Central and Eastern European Countries. They asked lSI to utilise the running OECD audits as a learn ing source and to work out a comprehensive audit approach.

This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. This book presents the status quo of Information and Communication Technology (ICT) in Education, with a focus on China and the 17 Central and Eastern European Countries (CEECs), including Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia and Slovenia (the “17+1” cooperation mechanism, as an incubator for pragmatic trans-regions cooperation platform, created by China and the 17 CEECs). With recent advances in ICT in China and the CEECs, it has assumed increasingly important roles in education, including the improvement of the quality of teaching and learning, as well as the promotion of equity in education. The significant contribution of ICT in education is an enabler to achieving the goals of the “17+1 cooperation” mechanism between China and the CEECs, which has attracted considerable attention worldwide, given fresh impetus to cooperation between the two parties, and opened a new chapter in China-CEEC cooperation. The contributors, all of whom hail from these 18 countries, describe the state-of-the-art of ICT in education in their respective country, and focus on three major aspects, namely: the country profile, general status of education development, and ICT in education. In turn, leading experts in educational informatization research compare the situations in different countries. Taken together, the papers offer valuable insights for policymakers and educators on how to integrate ICT into educational processes, and on inter-regional cooperation with regard to ICT in education.
