This materials and diagnostic report is about the Army Corps of Engineers research in the field of coatings originating with the need to develop more durable coatings for the protection of the locks and dams on the rivers. The exposure is one of constant immersion in addition to an extreme amount of abrasion due to floating ice, logs, and other debris. Research has included the evaluation of virtually every generic type of coating; an intensive amount of formulation work was done in addition to the evaluation of many proprietary products. This research program has lead to the development of a series of solution vinyl coatings which have application and performance properties superior to any other coatings evaluated. The coatings have provided complete corrosion protection without maintenance to steel structures in the absence of abrasion for over 30 years and have provided a greater amount of protection in areas of abrasion than other coatings when applied on side-by-side field tests. In addition to the Corps use of these coatings on locks and dams it has been learned that private industry is using them. Another study revealed that the majority of paint used by the facility engineers (FE) is not tested for specification compliance. Finally, a current program involves the desire to paint steel structures which are immersed in water and cannot be dewatered.

This report documents the findings of an investigation of the difficulties of implementing research results affecting management techniques in construction. Several civilian and military organizations dealing with construction were contacted and studied. The initial approach was to attempt actual implementation with 'off the shelf' management tools, studying the problems of technology transfer as they occurred. The approach was changed to a 'case study' in which the problems of implementation were observed. Results show that the technology transfer process is severely impeded by problems of a behavioral nature and hinges critically on the interaction of personalities along the transfer chain. This report documents the blocks to effective transfer, which include lack of effective communication, lack of an innovative environment, and the resistance of personnel to change. Suggested ways to reduce the effects of these blocks are offered. (Author).

The survey was developed to help EvTEC gain a better understanding of present practices and procedures in evaluating new products and determine how EvTEC could best respond to the needs of all stakeholders in the environmental community. The survey contained general information questions as well as specialized questions for three groups: users and regulators of environmental products; entrepreneurs who invent, develop, or market new technologies and products; and research institutes and testing labs that carry out product and technology evaluations.
