This report provides case studies for planning, implementation, operation and maintenance of telecommunications/ICTs in rural and remote areas. It adresses the various challenges that constitute the development of telecommunications/ICTs in rural and remote areas, especially in the context of developing countries, and provides examples of the dedicated policies, initiatives and government subsidies that are implemented in countries around the world. While the consideration of technical, economic and geographical aspects of each project is essential, developing countries face numerous challenges, the lack of local demand and available revenue streams, which may delay the commercial deployment of telecommunications /ICTs in rural and remote areas. As for telecommunications technologies, there is no definite measure for the choice of technologies, and thus various technologies that could be best suited for each location are to be assessed. ITU studies show that a growth in services has happened most rapidly where regulatory enablers have been put in place to leverage the latest technologies and innovations. Consistent, forward-looking, updated and well-enforced regulation provides for a vibrant market and benefits both service providers and consumers.

This report covers an analysis of factors influencing the effective deployment of wireline and wireless broadband access technologies and applications, and associated guidelines. Many challenges need to be overcome in order to deploy broadband access network, such as, policy, legacy, existing infrastructures, economic and social impact, educational issues, awareness and knowledge, remote and rural areas, spectrum constraints, standards of living, digital democracy, digital and financial inclusions. From the experiences of many countries we understand that technologies and strategies for implementing telecommunications broadband access networks are various and diversified. New frontiers of Internet of Things (IoT) and Home Networking need the optimization of physical support and spectrum usage for optical/ copper wirelines, and IMT technologies (International Mobile Telecommunications), in order to allocate new high-bandwidth demanding services but taking into account legacy and costs. Public policies and regulatory measures highly contribute to speed up the growth in services by providing access to core network and so to ICT services telecommunications/ICTs, especially in rural and remote areas. Country experiences and recommendations which could be useful for countries to implement broadband access technologies, including IMT, are shared in the report.

Information and communication technologies (ICTs) are a potentially revolutionary means of empowering the poor. Realizing this potential will require investments that increase access to ICTs in remote low productivity areas and the development of innovative applications that cater to the needs of the poor and small firms. The costs of these kinds of investment have been decreasing rapidly, but still yield low short term private returns. The private sector cannot alone be expected to underwrite the costs of these developments. If Government does not support these public investments, economic disparities will rise, undermining social stability and future growth. Effective public sector action is required, to establish a regulatory and legal framework that enables the rise of a vibrant innovative competitive private telecommunications and ICT services sector, and to institute selective efficient and transparent public subsidies with high social payoff but low financial returns. This is needed most urgently precisely in developing country contexts where public institutions are often ineffective, corrupt and unaccountable. The challenge takes added significance in Indonesia, a country still recovering from severe economic and political crisis, hardest hit by the biggest natural disaster in recorded human history, undergoing major changes to a decentralized system of governance, and that has very weak public institutions. The overall objective of the report is to identify the policies, technologies, institutions and investments needed to improve the access of rural communities to information services in Indonesia. Specifically, the report would illustrate the opportunities that ICT offers policy makers and practitioners in agricultural and rural development and the policies and institutions that would be necessary to achieve social and economic progress on a sustainable basis for the benefit of rural populations with a focus on farming communities and women. For the purposes of the report, ICTs are defined as electronic communication technologies with a focus on the internet and telephony. Radio, multi-media, other communication tools are addressed only to a limited extent.
