A compreensão de um projeto de Defesa Nacional efetivo no século 21 perpassa, necessariamente, pelo debate de diversos temas, dentre os quais muitos estão conectados com as realidades das fronteiras nacionais. As fronteiras são importantes pontos de contato dos países entre si e do Brasil com o mundo. Este livro olha para diferentes questões clássicas e atuais sobre as fronteiras. O debate de temas de segurança, suas limitações conceituais e operacionais, bem como acertos: o tema das migrações internacionais e os desafios impostos para prover ajuda humanitária aos necessitados. A Segurança Integrada é entendida como a articulação entre diversas esferas do poder e suas agências em busca da preservação da segurança de seus estados, bens e cidadãos. A integração em prol da segurança visa dirimir os efeitos nefastos de atividades ilícitas e/ou criminosas que assolam a sociedade. Outrossim, o fenômeno das migrações tem marcado o turbulento século 21, suas causas são inúmeras e podem variar em relação a cada região e período. Diante disso, podemos verificar repostas às migrações, seja a partir de diversos atores nacionais e internacionais, tais como organizações não governamentais, organizações regionais, organizações internacionais e, sobretudo, a partir do próprio Estado. Assume-se que os estudos em torno dos temas de Segurança e Defesa, fronteiras e migrações são complexos, pelo que se busca a abordagem multidisciplinar, integrando pesquisadores com trajetória em diferentes áreas do conhecimento; e abrangente, capaz de melhor compreender o desenvolvimento e/ou a instabilidade dos espaços de análise, assim como antecedentes e reflexos no plano dos Estudos de Segurança e Defesa; da Ciência Política, das Relações Internacionais e das Ciências Militares, entre outros. Portanto, seguindo essa abordagem dual, este volume terá duas seções: uma relacionada à construção da segurança integrada (nacional, regional e internacional) e seus possíveis corolários; e uma segunda seção que pretende aglutinar trabalhos relacionados aos desafios estatais em lidar com as migrações e ofertar ajuda humanitária onde seja necessária.

Does growing economic interdependence among great powers increase or decrease the chance of conflict and war? Liberals argue that the benefits of trade give states an incentive to stay peaceful. Realists contend that trade compels states to struggle for vital raw materials and markets. Moving beyond the stale liberal-realist debate, Economic Interdependence and War lays out a dynamic theory of expectations that shows under what specific conditions interstate commerce will reduce or heighten the risk of conflict between nations. Taking a broad look at cases spanning two centuries, from the Napoleonic and Crimean wars to the more recent Cold War crises, Dale Copeland demonstrates that when leaders have positive expectations of the future trade environment, they want to remain at peace in order to secure the economic benefits that enhance long-term power. When, however, these expectations turn negative, leaders are likely to fear a loss of access to raw materials and markets, giving them more incentive to initiate crises to protect their commercial interests. Thus local peace operations are crucial to maintaining order on the ground even in the most violent contexts.
