The Netherlands leads the world in the use of temporary agency workers: in 2000 nearly 5 per cent of Dutch employees were agency workers. The use of agency workers is very sensitive to business cycle fluctuations. This paper reports on an exploration of the relation between GDP and agency work. We developed a theoretical model for the time interdependence of GDP, agency work and regular employment, and tested model predictions using a VAR model. The results show that temporary agency work leads GDP development. A positive GDP shock is followed by an increase in the use of agency work for two years, but decreased use in the three subsequent years.

Temporary agency employment has grown steadily in most European countries over the past three decades as part of the general trend towards increased employment flexibility. Yet to this day, it remains an open question what drives the demand for temporary agency workers. The paper examines, first, whether the deregulation of temporary agency employment is responsible for the growth of the flexible staffing industry. Second, we investigate the cyclical behavior of temporary agency employment. Using monthly data for Germany covering the period 1973-2008, we show that the continuous liberalization of this sector is not responsible for the surge in temporary agency employment. Our analysis reveals, moreover, that temporary agency employment exhibits strong cyclical behavior and correlates with main economic indicators in real time. Since most European countries promoted the use of temporary agency employment in a similar way, we believe that our results may be interesting from an international perspective as well. -- temporary agency employment ; regulation ; labor law ; business cycle

Over the past two decades the use of flexible employment relations has increased in most developed countries. The temporary help industry, although small, plays a significant role in the macro economy, reflecting employers' growing reliance on temporary help agencies to provide flexibility in meeting staffing needs. Drawing on detailed temporary-help order data between 2007 and 2011 from a large, nationally representative staffing company, we provide insights into the characteristics of temporary help work, employers' use of temporary agencies to screen workers for permanent positions, and the industry's role in labor market adjustment over the business cycle. We estimate that the temporary help industry accounted for a large share of gross job losses and job gains over this period, as well as for a sizable share of net separations and hires. Nearly a third of assignments were observed to end prematurely due to worker performance problems (largely soft skills deficiencies) or quits, and hire rates of workers in temp-to-hire contracts were low. Although most temporary help assignments are short-lived, during the recession, companies lengthened temporary help assignments and reduced hiring from their pool of temps, possibly in response to economic uncertainty. Nominal wage growth among new temporary hires was weak over the five-year period and failed to keep pace with inflation.

Temporary agency work has been a central topic of employment discourse in recent years, and the flexible working arrangements it can provide individuals and organisations has served to increase this attention in the current economic climate. Temporary employment agencies can provide organisations with fast access to potential staff and individuals with a variety of flexible working opportunities. However, negative worker experiences and the lack of contractual protection have been a source of criticism that resulted in the EU’s adoption of the Agency Workers Directive towards the end of 2011. This study is concerned with assessing the impact of the UK temporary employment industry in assisting agency workers since the year 2000, and incorporates four research questions: (1) To what extent have temporary employment agencies provided employment opportunities to vulnerable groups since the year 2000? (2) How are individuals psychologically affected by working as temporary agency workers, and what are the implications? (3) Individual agency workers often interact with several different groups including temporary employment agencies, third party employers, permanent workers and trade unions. Are there tensions that exist between these groups, and how do they manifest themselves? (4) Recent legislative development has occurred with the adoption of the Agency Workers Directive. What are the implications for individual agency workers and temporary employment agencies? The study incorporates semi-structured interviews with agency workers and their permanent colleagues, as well as recruitment consultants and their clients. Additional data from participants’ follow-up interviews and analysis of researcher diary extracts serve to build a picture of the temporary employment industry at an individual and organisational level. The findings of the study include the influence that motive can have upon how agency workers view their ensuing employment, the negative psychological impact that reduced contractual obligation can have upon the individual, and the detrimental outcomes that can result from the short-term and cyclical nature of agency employment. Further findings are also discussed, and the text concludes by outlining the study’s contribution to knowledge.

A generation ago, temporary work was practically outlawed. During the 1950s, the International Labour Organisation (ILO) clearly stated (in request to a question from the Swedish government) that temporary agency work was prohibited by ILO Convention 96 regarding fee-charging placement. Trade unions, of course, were in complete agreement, both because temporary work arrangements undermined the situation of permanent workers and deprived the temporary workers themselves of equal treatment guarantees. Yet persistent employers, always ready to find ways around this prohibition, have gone from strength to strength until today the role of private employment services is offered up to the public as that of an active link between employer and employee and an equal benefit to both. It is even defended as a force that effects the social integration of long-term unemployed, even of non-qualified or less-qualified workers. It is indeed along these lines that the proposed European directive on the working conditions of temporary workers justifies its requirement of Member States to discontinue any restrictions or prohibitions on temporary work for certain groups of workers, sectors or areas of economic activity. But how justifiable is this idea of the generalized leasing of employees? How acceptable is it under both labour law and social justice considerations? Although these important questions have been asked repeatedly for many years, no answers acceptable to all parties have yet been found. Accordingly, in April 2003 a group of outstanding authorities- practitioners, ILO officials, academics, policymakers, jurists, and labour experts-met in Brussels to reconsider these issues in light of the ongoing discussion on the proposed directive and the major labour market developments which have taken place in many countries over the last few years. Among the considerations raised there (and recorded in this book) are the following:the potential role of private employment agencies as fully integrated manpower providers;the wages and working conditions of workers who are put at the disposal of users;guarantees of equal treatment and other social protection provisions for temporary workers;the possible development of a dual-employer scheme of agency and user; and, continuing work 'diversification' and its acceptability to the various actors and interests involved. These papers, reports and panels merit great attention because the matters they discuss will determine the way our labour markets-at national, European and international level-will function for years to come. No practitioner, policymaker, or academic in the field of employment and labour relations can afford to ignore this very significant book.
