Temporary Flight Restrictions (TFRs) can be implemented for several reasons, including security, hazards, space operations, special events, and VIP travel. VIP TFRs, specifically presidential TFRs, have much greater impact than other types of TFRs because they encompass a larger geography, are longer in duration, and may have little advance notice. The TRB Airport Cooperative Research Program's ACRP Research Report 224: Understanding Impacts to Airports From Temporary Flight Restrictions identifies financial and other ramifications of TFRs on airports and aviation-related businesses. Also included as part of the report is an electronic tool that will estimate the financial ramifications of a TFR for a specific airport or related business. Further, a video was created that shows how to use the spreadsheet, with instructional voiceovers explaining its features.

This document enumerates interventions to reduce the frequency of restricted airspace violations, particularly those associated with temporary flight restrictions (TFRs) and air defense identification zones (ADIZs), by more effectively providing pilots with the information necessary to avoid such violations. Interventions are divided into both near term and far term groupings. Short term interventions, some variants of which are already in progress focus on improving the form and content of the textual Notices to Airmen (NOTAMs) as well as the graphical depiction of TFRs. A long-term technical intervention is proposed which would provide pilots the following functionality: ground and airborne presentation of information on any restricted airspace, including display on an electronic moving map, fully mechanized execution from the cockpit of the procedures required for entry into restricted airspaces that allow for entry, and alerting of the potential for TFR violations both during flight planning and while the aircraft is moving.Zuschlag, MichaelLangley Research CenterAIRSPACE; AIRCRAFT SAFETY; AIR DEFENSE; GOVERNMENTS; INDUSTRIES; COCKPITS; FLIGHT PLANS; AIR TRAFFIC CONTROL; AIRPORT SECURITY; VISUAL FLIGHT RULES
