En la economía globalizada, la competitividad es uno de los pilares de la agenda de las políticas públicas y de los agentes privados, para estimular el crecimiento económico y el desarrollo social. La plataforma que sirve de soporte a las estrategias competitivas, es la productividad, cuyo aumento requiere de recursos y esfuerzos públicos y privados. Dentro de esas coordenadas es clave la confluencia de diversas formas de capital, tales como el físico, humano, natural, etc., que hacen posible configurar y elevar las capacidades competitivas. Para perfilar una política de fomento a la productividad y la competitividad, en Colombia han sido relevantes las directrices fijadas en los documentos formulados por el Consejo de Política Económica y Social (CONPES), adscrito al Departamento Nacional de Planeación (DNP), los que han mantenido continuidad de políticas, pese a los cambios de Gobierno. La medición de la competitividad que la CEPAL ha venido efectuando desde comienzos de la primera década de este siglo, revela que en el escalafón de la competitividad departamental en Colombia durante el periodo 2000-2019, tres son los departamentos más competitivos (Antioquia, Bogotá-Cundinamarca y Santander) siendo, simultáneamente, los de mejor desempeño económico, tomando como referencia el periodo 2005-2020. Estos estimativos coinciden con los del Consejo Privado de Competitividad (CPC). Dentro de los cinco departamentos coleros (Chocó es uno de ellos) en competitividad, cuatro son nuevos departamentos, creados por la Constitución de 1991: Guaviare, Guainía, Vichada y Vaupés. A pesar que los tres primeros departamentos, han tenido un mal desempeño económico, Vaupés se destaca como un departamento convergente. El panorama general de la competitividad departamental en el país, plantea la conveniencia de trazar políticas públicas diferenciadas que contribuyan a reducir la brecha interdepartamental de competitividad, y, por consiguiente, a mejorar la calidad de vida de la población colombiana.
