Buku ini membahas bagaimana Reformasi TNI sebagai sebuah proses mundurnya militer dari politik yang berlangsung di tengah perubahan masyakarat global maupun nasional. Reformasi TNI berlangsung di ruang hampa (invacum social system), Reformasi TNI bahkan berlangsung di tengah masyarakat yang sedang dalam “euphoria” reformasi. Buku yang bermula dari disertasi ini meneliti dan mengkaji tentang Reformasi TNI dari perspektif sosiologi di tengah-tengah banyaknya kajian dari aspek politik. Ada empat aspek kajian yang dibahas dalam buku ini. Pertama, kajian kritis tentang bagaimana proses dan progres Reformasi TNI yang telah berlangsung kurang lebih 10 tahun (1998-2007). Kedua, membandingkan bagaimana pandangan internal-eksternal TNI. Ketiga, kajian tentang bagaimana pola dan profesionalitas Reformasi TNI sebagai sebuah kasus mundurnya militer dari politik (military withdrawal from politics) dibandingkan dengan pola dan profesionalitas dari 71 kasus mundurnya militer dari politik yang pernah terjadi di beberapa Negara lain. Keempat, kajian tentang fungsionalisasi peran TNI, apakah setelah 10 tahun melaksanakan Reformasi Internal, posisi TNI sudah lebih fungsional dalam tatanan kehidupan nasional bangsa Indonesia saat ini?

Few challenges to the modern dream of democratic citizenship appear greater than the presence of severe ethnic, religious, and linguistic divisions in society. With their diverse religions and ethnic communities, the Southeast Asian countries of Malaysia, Singapore, and Indonesia have grappled with this problem since achieving independence after World War II. Each country has on occasion been torn by violence over the proper terms for accommodating pluralism. Until the Asian economic crisis of 1997, however, these nations also enjoyed one of the most sustained economic expansions the non-Western world has ever seen. This timely volume brings together fifteen leading specialists of the region to consider the impact of two generations of nation-building and market-making on pluralism and citizenship in these deeply divided Asian societies. Examining the new face of pluralism from the perspective of markets, politics, gender, and religion, the studies show that each country has developed a strikingly different response to the challenges of citizenship and diversity. The contributors, most of whom come Southeast Asia, pay particular attention to the tension between state and societal approaches to citizenship. They suggest that the achievement of an effectively participatory public sphere in these countries will depend not only on the presence of an independent "civil society," but on a synergy of state and society that nurtures a public culture capable of mediating ethnic, religious, and gender divides. Khusus mengenai reformasi struktural Polri, setidaknya ulasan dalam buku ini menyebutkan terdapat dua faktor yang dibahas dalam buku ini, khususnya tentang pengembangan postur kepolisian, yaitu otonomi daerah serta pemekaran wilayah, dan kedua adalah pertimbangan rasio polisi dan penduduk. Untuk faktor pertama, yang diulas adalah konsekuensi dari pemekaran wilayah yang berdampak pada pembentukan satuan-satuan kepolisian baru di wilayah tersebut. Kemudian pada faktor kedua, menekankan pada pengembangan postur kepolisian melalui analisa rasio polisi. Rasio polisi adalah jumlah polisi dibandingkan dengan jumlah penduduk suatu wilayah atau negara. Pembahasan lainnya adalah ketiadaan indikator kesuksesan mengenai reformasi Polri, khususnya reformasi struktural dan tidak ada peta stratejik yang dapat dijadikan pedoman untuk mengetahui dimana semestinya Polri berada dan berapa lama (batasan waktu) yang diperlukan dalam melakukan upaya reformasi (perubahan). Ini menyebabkan pengembangan postur kepolisian di Indonesia mengalami dilematis. Kedua faktor ini turut dibahas secara mendalam pada buku ini.
