I migranti sembrano riscuotere interesse mediatico e scientifico solo quando attraversano i confini europei e finché sono inseriti in percorsi istituzionalizzati di richiesta di protezione internazionale. Ma sono migliaia le persone che escono ogni anno dal sistema di accoglienza con ben poche prospettive abitative e lavorative. Questo libro racconta l’esperienza di un’occupazione abitativa nel cuore di Torino, l’Ex MOI (2013-19), mettendo al centro la capacità dei migranti di imporsi all’attenzione, ansiosa e incostante (quando non ostile), delle autorità locali, di suscitare la formazione di collettivi politici con ruoli vicari, compensativi e suppletivi delle istituzioni, di attivare rapporti di supporto imperfetto delle mobilità che altri e altre arrivate dopo continuano a sperimentare. Frutto di un’etnografia condotta in militanza, il libro evidenzia le logiche aggregative e segmentarie dell’organizzazione dell’Ex MOI, i collegamenti tra le sue geografie interne e le circolazioni territoriali più ampie, le connessioni tra il locale dell’occupazione e il translocale dei mercati del lavoro, delle reti migratorie transnazionali, delle famiglie nei paesi di origine. Assumendo il punto di vista degli occupanti sui programmi di sgombero, racconta lo stupore di fronte alle razionalità securitarie delle politiche pubbliche, a progetti immaginati senza il coinvolgimento dei propri beneficiari, a interventi incapaci di interagire con l’esistente, riconducendo il migrante alla condizione di soggetto-sempre-e-comunque-bisognoso di schemi di accoglienza transitoria.

Comaroff explores the global preoccupation with criminality in the early twenty-first century, a preoccupation strikingly disproportionate, in most places and for most people, to the risks posed by lawlessness to the conduct of everyday life. Ours in an epoch in which law-making, law-breaking, and law-enforcement are ever more critical registers in which societies construct, contest, and confront truths about themselves, an epoch in which criminology, broadly defined, has displaced sociology as the privileged means by which the social world knows itself. They also argue that as the result of a tectonic shift in the triangulation of capital, the state, and governance, the meanings attached to crime and, with it, the nature of policing, have undergone significant change; also, that there has been a palpable muddying of the lines between legality and illegality, between corruption and conventional business; even between crime-and-policing, which exist, nowadays, in ever greater, hyphenated complicity. Thinking through Crime and Policing is, therefore, an excursion into the contemporary Order of Things; or, rather, into the metaphysic of disorder that saturates the late modern world, indeed, has become its leitmotif.
