O livro realiza uma análise sobre os impactos da burocracia e seus reflexos na atividade de divulgação de informações públicas do Governo do Estado de São Paulo em cumprimento à Lei de Acesso à Informação – LAI. Trata da contradição entre a política de transparência governamental e as antigas práticas burocráticas enraizadas no serviço público, ocasionando entraves à circulação interna de informações na administração pública. Os dados analisados foram fornecidos pela Central de Atendimento ao Cidadão – CAC, responsável pelo Serviço de Informações ao Cidadão – SIC, em conjunto com pesquisa realizada internamente em servidores da administração pública direta e indireta do Estado de São Paulo e revelam as dificuldades encontradas no ambiente governamental para a fluidez dos dados e documentos para a efetivação do acesso à informação pública. A metodologia utilizada elege as abordagens exploratórias e indutivas, utilizando dados, informações e documentos de órgãos estatais. A pesquisa conclui que a assimilação de uma nova cultura informacional por parte dos servidores públicos, focada no atendimento dos requisitos da transparência e publicidade, bem como a consolidação da importância do serviço público de acesso à informação como indutor de cidadania, são fatores que ainda impõem significativos desafios à gestão governamental.
