In recent decades there has been an exponential increase in large hydroelectric plants in Brazil, especially in the Amazon region. These large hydraulic structures impact the environment and the lives of people living in the places where they settle and require a special type of water governance. The dictatorial regime (1964-1985) created a "standard" for the construction of these great structures, through an institutional and legal framework, which benefited the Brazilian business elite but also, through the creation of a popular imagination, which shows itself lasting progress on the country's progress and development. The suspension of security, the fragility of institutional environmental structures, the disrespect for indigenous reserves, the lack of clarity about the concept of "affected population" and the non-payment of fair compensation were identified as one of the main challenges for a democratic water governance in the country. In the late 1970s, the Dam-Affected Movement (MAB) began its organization and is also studied in this research. The study is an important and insightful academic contribution to the understanding of the main bottlenecks of effective water governance in Brazil.

O tipo de uso e ocupação das terras das bacias hidrográficas sem fiscalização ou planejamento adequado, torna-se um dos maiores responsáveis pela degradação de corpos hídricos. A qualidade das águas da bacia hidrográfica do ribeirão Paraíso, localizado no município de Jataí/GO, foi avaliada a partir do Índice de qualidade das águas (IQA), adaptado pela CETESB. A pesquisa constituiu em aferir o índice de qualidade das águas em onze pontos de amostragem, em quatro períodos distintos. Os parâmetros avaliados foram- oxigênio dissolvido, coliformes termotolerantes, potencial Hidrogeniônico, demanda bioquímica de oxigênio, nitrogênio, fósforo total, temperatura, turbidez e resíduos totais. Os resultados encontrados foram comparados com a Resolução CONAMA n° 357/2005, a qual classifica o corpo hídrico em 5 classes de águas doces para ambientes lóticos, e aplicado o índice de qualidade das águas (IQA), que classifica o corpo hídrico em 5 faixas de valores (de zero a 100). Pela classificação CONAMA n°357 (2005), o corpo hídrico se enquadra entre as classes 1 e 2, as águas são aptas a abastecimento público desde que se tenha o tratamento adequado. Ao analisar separadamente cada parâmetro, os valores encontrados nas análises de coliformes termotolerantes, pH, fósforo total e DBO estavam em desconformidade com a classe 1, resultando em contaminação das águas Ações podem ser feitas para solucionar ou mesmo diminuir os danos ambientais verificados no corpo hídrico. A fiscalização por parte de órgãos ambientais deve atentar-se aos limites de mata ciliar, que, em alguns pontos, encontra-se escassa. O aumento desta vegetação auxiliaria para impedir o transporte de poluentes ao leito, os quais geram alterações ao índice de qualidade da água. Com os resultados desta pesquisa, espera-se que sejam realizadas, pelos órgãos gestores das bacias hidrográficas, diretrizes de manejo de uso e ocupação das terras, intencionando auxiliar no regresso ou tornar mínimos os danos provocados ao ribeirão, melhorando a qualidade de suas águas e oferecer informações ao público interessado.
