Il rapporto tra organizzazione del potere e territorio costituisce uno dei principali temi attorno al quale ruota la riflessione della scienza giuspubblicistica. Il presente lavoro muove dall’indagine del fondamento territoriale del potere attraverso la ricostruzione della dommatica sulla natura giuridica del suo rapporto con l’ordinamento statale. Da questa premessa teorica, l’evoluzione empirica della forma di Stato dimostra come l’elemento territoriale, a partire da un determinato momento storico coincidente con la nascita dello Stato moderno, abbia rappresentato il momento demiurgico del potere. È, tuttavia, noto che i processi di internazionalizzazione e di globalizzazione dell’economia e del mercato abbiano prodotto trasformazioni “anche spaziali” sul tradizionale formante statuale. In questa luce, le forme del Politico ci appaiono mutate così come lo spazio entro cui esso si articola tanto da chiedersi se, e in che misura, sia ancora possibile ragionare sulla tenuta del paradigma della sovranità territoriale. Può allora domandarsi se il territorio conservi ancora la sua capacità ordinante le strutture del potere, verificando il ruolo dello Stato e delle Autonomie territoriali nella costruzione di un possibile ordine globale fondato sull’interazione fra i diversi livelli di governo nazionale, sovranazionale e internazionale.

This collection of interdisciplinary essays introduce the history and culture of the lands ruled by the sovereign house of Savoy during the late medieval and early modern periods, territories now part of France, Italy, and Switzerland. Because the Sabaudian realms were geographically, linguistically, and culturally diverse and did not evolve into a single modern nation-state, their early history has been overlooked by historians whose perspectives were often informed by a narrow, national framework. An international team of scholars offers new research that de-provincializes many of the existing rich scholarly assessments of the historical significance of these lands, which were important for rulers and subjects throughout early modern Europe. The volume explores the concept of “Sabaudian studies” and identifies historiographic developments and current trends in the field. Beginning with the geography and the history of the area, the essays examine Sabaudian political culture (diplomatic practice, judicial institutions, and political thought), dynastic representation (court festivals and celebrations, and the projection of dynastic prestige abroad, with attention to the sacred heritage of the house), and territorial domination (its fiscal, religious, feudal, and composite dimensions). This book explores changes in security governance in Europe from the 1990s, focusing on some of the most important consequences: the proliferation of ignored insecurities, including the increase of oncological diseases, environmental disasters, shadow economies reproducing neo-slavery and fiscal fraud, and the general damage to the res publica. What is the articulation of removal, reclamation and consequently the implementation of devices and the establishing of prevention practices? Why are the majority of victims and also the control agency professionals seemingly resigned to these ignored insecurities? Following more than 20 years of research in the area, the authors examine these questions and how the securitisation of society has been exacerbated. They argue that the primary cause of the increase in ignored insecurities is the consequence of the neoliberal turn in security governance. This book proposes an innovative approach to security governance, not only through a serious analysis of the balance of the costs and benefits, but also highlighting what is here termed `ignored insecurities'. The authors propose a review of the problems, showing that the governance of security is a crucial element of the contemporary political organisation of society. The book ends with an innovative reflection on the Anthropocene debate and the COP21 summit which took place in Paris in December 2015.
