The spate of terrorist activities in various parts of India has been a cause of great concern for the last couple of decades. In the State of Jammu and Kashmir, the wave of terrorism reached its Zenith in the last few decades. The Terrorist Activities which came to surface in the State of Jammu and Kashmir in later part of 1989, reached its peak by the middle of 1991. Being a legal Scholar and a silent spectator to the rise of terrorism in the State of Jammu and Kashmir, I was fascinated to work on a topic which could highlight the causes, operation of law and public response to terrorism in the State of Jammu and Kashmir. During the Period from 1989-1994, number of people have subscribed their views in relation to the terrorism in the State of Jammu and Kashmir through their articles, books, monographs; etc. However, no systematic study has been undertaken to unearth the causes, operation of law, Victimization and Public response of terrorism in the State of Jammu and Kashmir. The present study is a modest attempt in this direction.
