Tetrachloroethene is used mainly in the dry cleaning of textiles, as a chemical intermediate and in metal degreasing. This report evaluates the available scientific literature on the health and environmental effects of tetrachloroethene based on selected national and regional evaluations. Of key interest is the relevance of several types of tumours included by tetrachloroethene in rats and mice. The report goes on to establish the criteria for setting tolerable intakes and concentrations taking into consideration the potential carcinogenicity, neurotoxicity, kidney, liver, and reproductive/developmental toxicity and cancer. Environmental effects are assessed for terrestrial and aquatic organisms sediment-dwelling organisms and microorganisms in sewerage treatment processes. In addition, the risks of harm to plants from air emissions of tetrachloroethene are discussed. Uncertainties in the risk assessment are set out for both human health and the environment.

Tetrachloroethylene is a volatile, chlorinated organic hydrocarbon that is widely used as a solvent in the dry-cleaning and textile-processing industries and as an agent for degreasing metal parts. It is an environmental contaminant that has been detected in the air, groundwater, surface waters, and soil. In June 2008, the U.S. Environmental Protection Agency released its draft Toxicological Review of Tetrachloroethylene (Perchloroethylene) (CAS No. 127-18-4) in Support of Summary Information on the Integrated Risk Information System (IRIS). The draft IRIS assessment provides quantitative estimates of cancer and noncancer effects of exposure to tetrachloreothylene, which will be used to establish airquality and water-quality standards to protect public health and to set cleanup standards for hazardous waste sites. At the request of EPA, the National Research Council conducted an independent scientific review of the draft IRIS assessment of tetrachloroethylene from toxicologic, epidemiologic, and human clinical perspectives. The resulting book evaluates the adequacy of the EPA assessment, the data and methods used for deriving the noncancer values for inhalation and oral exposures and the oral and inhalation cancer unit risks posed by tetrachloroethylene; evaluates whether the key studies underlying the draft IRIS assessment are of requisite quality, reliability, and relevance to support the derivation of the reference values and cancer risks; evaluates whether the uncertainties in EPA's risk assessment were adequately described and, where possible, quantified; and identifies research that could reduce the uncertainty in the current understanding of human health effects associated with tetrachloroethylene exposure.

Presents findings of consultations with stakeholders from government, industry, and environmental and health organizations regarding environmental management options for tetrachloroethylene (also known as PERC) used in the dry cleaning industry. Begins with an overview of the toxicity of PERC, its uses in Canada, its releases into the environment from a life cycle management perspective, and a technical and socio-economic profile of the dry cleaning industry. Environmental management options are then discussed, including an economic analysis undertaken for each option (costs to dry cleaners and government, benefits in PERC reduction). Technical projections of PERC use are also made for four scenarios involving various intervention measures in relation to a base case (no intervention). Collateral considerations discussed regarding wastes from PERC dry cleaning, other cleaning technologies, and fabric care labelling. Recommendations are provided on options for managing the life cycle risks associated with PERC releases from the dry cleaning sector.
