En 2002, les exportations de textiles et de vêtements se sont élevées à 350 milliards USD et ont représenté 5.6 % des exportations totales de marchandises. Ces secteurs procurent des emplois à des dizaines de millions de personnes, principalement dans les pays en développement, mais la situation est appelée à changer radicalement lorsque les nouvelles règles commerciales vont entrer en application à la fin de 2004. L élimination des restrictions quantitatives à l importation prévue dans l Accord sur les textiles et les vêtements adopté sous l égide de l Organisation mondiale du commerce (OMC) va mettre fin à un régime commercial complexe élaboré au cours de plusieurs dizaines d années et aura de profondes répercussions pour tous ceux qui prennent part de près ou de loin à la chaîne de l offre. Les pays ne pourront plus protéger leurs propres secteurs en imposant des restrictions quantitatives sur les importations de textiles et de vêtements. Quelles en seront les conséquences pour les producteurs de coton du Burkina-Faso ou de la Turquie, les commerces de prêt-à-porter de la France ou des États-Unis et les fabriques de chemises du Bangladesh, de la République dominicaine ou de la Chine ? Qui va y perdre ? Qui va y gagner ? Où va-t-on voir des emplois disparaître et de nouveaux marchés émerger ? Et comment les pouvoirs publics vont-ils pouvoir aider leurs propres secteurs des textiles et des vêtements à s adapter à ce nouveau régime commercial ? Excerpt from Textiles and Clothing This book has been written primarily to meet a need arising from the introduction of the study of textiles into the curriculum of the high school. The aim has been, there fore, to present the subject matter in a form sufficiently simple and interesting to be grasped readily by the high school student, without sacrificing essential facts. It has not seemed desirable to explain in detail the mechanism of the various machines used in modern textile industries, but rather to show the student that the fundamental principles of textile manufacture found in the simple machines of primitive times are unchanged in the highly developed and complicated machinery of to-day. Minor emphasis has been given to certain necessarily technical paragraphs by printing these in type of a smaller size than that used for the body of the text. The authors emphasize the finished products and their relation to the household. Chapters have been introduced on the purchase, testing and economical use of textile ma terial, with the hope of pointing the way to a concrete and practical application of the study of textiles. The woman of to-day can no longer afford to be untrained in this respect, and because of present economic conditions a definite obliga tion is laid upon her to understand the nature and real worth of clothing material and house furnishings, in order to buy with judgment and economy. The girl in high school has the opportunity to acquire this knowledge, which will function in her later life. We are gradually breaking away from the formal teaching of sewing as an isolated subject.
