This volume examines the causes and purposes of 'post-conflict' violence. The end of a war is generally expected to be followed by an end to collective violence, as the term ‘post-conflict’ that came into general usage in the 1990s signifies. In reality, however, various forms of deadly violence continue, and sometimes even increase after the big guns have been silenced and a peace agreement signed. Explanations for this and other kinds of violence fall roughly into two broad categories – those that stress the legacies of the war and those that focus on the conditions of the peace. There are significant gaps in the literature, most importantly arising from the common premise that there is one, predominant type of post-war situation. This ‘post-war state’ is often endowed with certain generic features that predispose it towards violence, such as a weak state, criminal elements generated by the war-time economy, demobilized but not demilitarized or reintegrated ex-combatants, impunity and rapid liberalization. The premise of this volume differs. It argues that features which constrain or encourage violence stack up in ways to create distinct and different types of post-war environments. Critical factors that shape the post-war environment in this respect lie in the war-to-peace transition itself, above all the outcome of the war in terms of military and political power and its relationship to social hierarchies of power, normative understandings of the post-war order, and the international context. This book will of much interest to students of war and conflict studies, peacebuilding and IR/Security Studies in general.

In 2003, after two years of negotiations, a group of prominent Israelis and Palestinians signed a model peace treaty. The document, popularly called the Geneva Initiative, contained detailed provisions resolving all outstanding issues between Israel and the Palestinian people, including drawing a border between Israel and Palestine, dividing Jerusalem, and determining the status of the Palestinian refugees. The negotiators presented this citizens' initiative to the Israeli and Palestinian peoples and urged them to accept it. One of the Israeli negotiators was Menachem Klein, a political scientist who has written extensively about the Jerusalem issue in the context of peace negotiations. Although the Geneva Initiative was not endorsed by the governments of either side, it became a fundamental term of reference for solving the Middle East conflict. In this firsthand account, Klein explains how and why these groups were able to achieve agreement. He directly addresses the formation of the Israeli and Palestinian teams, how they managed their negotiations, and their communications with both governments. He also discusses the role of third-party facilitators and the strategy behind marketing the Geneva Initiative to the public. A scholar and participant in the Geneva negotiations, Klein is able to provide both an inside perspective and an impartial analysis of the diplomatic efforts behind this historic compromise. He compares the negotiations to previous Israeli-Palestinian talks both formal and informal and the resolution of conflicts in South Africa and Algeria. Klein hopes that by treating the event as a case study we can learn a tremendous amount about the needs and approaches of both parties and the necessary shape peace must take between them.

Achieving peace is often thought about in terms of military operations or state negotiations. Yet it also happens at the grassroots level, where communities envision and create peace on their own. The San José de Apartadó Peace Community of small-scale farmers has not waited for a top-down peace treaty. Instead, they have actively resisted forced displacement and co-optation by guerrillas, army soldiers, and paramilitaries for two decades in Colombia’s war-torn Urabá region. Based on ethnographic action research over a twelve-year period, Christopher Courtheyn illuminates the community’s understandings of peace and territorial practices against ongoing assassinations and displacement. San José’s peace through autonomy reflects an alternative to traditional modes of politics practiced through electoral representation and armed struggle. Courtheyn explores the meaning of peace and territory, while also interrogating the role of race in Colombia’s war and the relationship between memory and peace. Amid the widespread violence of today’s global crisis, Community of Peace illustrates San José’s rupture from the logics of colonialism and capitalism through the construction of political solidarity and communal peace.
