Today in most scientific and technical fields more than 90% of research studies and publications are collaborative, often resulting in high-impact research and development of commercial applications, as reflected in patents. Nowadays in many areas of science, collaboration is not a preference but, literally, a work prerequisite. The purpose of this book is to review and critique the burgeoning scholarship on research collaboration. The authors seek to identify gaps in theory and research and identify the ways in which existing research can be used to improve public policy for collaboration and to improve project-level management of collaborations using Scientific and Technical Human Capital (STHC) theory as a framework. Broadly speaking, STHC is the sum of scientific and technical and social knowledge, skills and resources embodied in a particular individual. It is both human capital endowments, such as formal education and training and social relations and network ties that bind scientists and the users of science together. STHC includes the human capital which is the unique set of resources the individual brings to his or her own work and to collaborative efforts. Generally, human capital models have developed separately from social capital models, but in the practice of science and the career growth of scientists, the two are not easily disentangled. Using a multi-factor model, the book explores various factors affecting collaboration outcomes, with particular attention on institutional factors such as industry-university relations and the rise of large-scale university research centers.

Perennial conclusions from state-by-state funding-per-student analyses of underfunding and weak state commitment have become so common that they have diluted the potency of the argument to state policymakers for more higher education funding. In addition, there has been little in the way of testing or questioning the assumptions embedded in traditional funding per student analysis and its accompanying conclusions.As state legislators balance the competing needs of education, health, transportation, and public safety budgets, they increasingly ask what return on investment (ROI) they get for the funding they provide, including from higher education. The ROI language, while potentially unsettling for its corporate-like and neoliberal connotation, will persist into the foreseeable future. We must ask questions both of adequacy (How much funding should the states provide?) and benefit (What benefits do states receive for the higher education funding they provide?). The focus on traditional funding per student analysis has remained static for over forty years, indicating the need for new ideas and methods to probe questions of adequacy and benefit.The Science of Higher Education is an introduction to a new paradigm that explores state higher education funding, enrollment, completion, and supply (the number and type of institutions in a state) through the lens of what are commonly known as power laws. Power laws explain patterns in biological systems and characteristics of cities. Like cities, state higher education systems are complex adaptive systems, so it is little surprise that power laws also explain funding, enrollment, completion, and supply.The scale relationships uncovered in the Science of Higher Education suggest the potential benefits state policymakers could derive by emphasizing enrollment, completion, or capacity policies, based on economies of scale, marginal benefits, and the return state’s get on enrollment and completion for the funding they provide.The various features of state higher education systems that conform to scale patterns do not alone provide definitive answers for appropriate funding levels, however. As this book addresses, policymakers need to take into account the macro forces, from demography to geography and the economy, that situate the system, as well the interactions between government and market actors that are at the core of every state higher education system and influence the outcomes it achieves.

In this book, we appropriate their conception of research-technology, and ex tend it to many other phenomena which are less stable and less localized in time and space than the Zeeman/Cotton situation. In the following pages, we use the concept for instances where research activities are orientated primarily toward technologies which facilitate both the production of scientific knowledge and the production of other goods. In particular, we use the tenn for instances where instruments and meth ods· traverse numerous geographic and institutional boundaries; that is, fields dis tinctly different and distant from the instruments' and methods' initial focus. We suggest that instruments such as the ultra-centrifuge, and the trajectories of the men who devise such artefacts, diverge in an interesting way from other fonns of artefacts and careers in science, metrology and engineering with which students of science and technology are more familiar. The instrument systems developed by re search-technologists strike us as especially general, open-ended, and flexible. When tailored effectively, research-technology instruments potentially fit into many niches and serve a host of unrelated applications. Their multi-functional character distin guishes them from many other devices which are designed to address specific, nar rowly defined problems in a circumscribed arena in and outside of science. Research technology activities link universities, industry, public and private research or me trology establishments, instrument-making finns, consulting companies, the military, and metrological agencies.
