Focusing on the role of the landowning gentry in the First Russian Revolution of 1905-1907, Roberta Manning explores the complex relationship between this traditional social and political elite and the imperial Russian government in the period between the abolition of serfdom and the February Revolution of 1917. In contrast to the commonly accepted view that the 1905 Revolution significantly expanded the circle of people involved in government, Professor Manning argues that the gentry became Russia's dominant political force after the 1907 coup d'etat. Overwhelmed after Emancipation by economic crisis and a devastating erosion of their role in government service, the gentry utilized the revitalized assemblies of the nobility and the newly founded zemstvos first to agitate for and then to dominate the representative institutions created by the 1905 Revolution. Through a vast array of primary sources, Professor Manning considers the acquisitions and consequences of the gentry's augmented political role and presents an updated account of the peasant rebellions of 1905-1907 and their impact on the gentry. Included is a brilliant portrayal of P.A. Stolypin, the period's most gifted gentry statesman, and of the defeat, accomplished with the aid of gentry pressure groups, of his reform program, the last comprehensive effort to restructure the political order of Imperial Russia. Studies of this period of Russian history have generally focused on the dramatic confrontation between the Old Regime and its revolutionary adversaries. Ali Mardan bey Topchibashov was a prominent politician, who played a crucial role in the history of Azerbaijan. What happens when you measure an economy? How does measurement impact policy? In Tsardom of Sufficiency, Empire of Norms David Darrow responds to these broad questions by looking at the application and profound consequences of statistical measurement to the peasant economy in Russia, from the eighteenth century to the Civil War. Nearly all studies of Russia make reference to the land allotment, or "nadel," as a measure of peasant wellbeing. This is the first work examining the origins of the nadel, how statistical measurement converted it into a modern entitlement, and how it framed the state–peasant relationship. Land, Darrow argues, was life – peasants needed it and the state, most everyone believed, had an obligation to provide it. The question, however, was how much land was enough. Statistics supplied the answer but also locked policy-makers and society into a particular way of seeing peasants and their economy. Even the empire's final attempt to reform the peasant economy after 1905 remained locked within the old regime category of the nadel. Statistical measurement strengthened, rather than weakened, the nadel as a category of peasant economic wellbeing such that it persisted beyond 1917 into the early years of Soviet power. Based on archival sources and rural councils' statistical studies, Tsardom of Sufficiency, Empire of Norms shows how the state constructed both an image and a measure of peasant wellbeing from which it could not escape, and how the resultant perception that peasants were entitled to a sufficient allotment became a major obstacle to successful agrarian reform.

Besides absolutists of the right (the tsar and his adherents) and left (Lenin and his fellow Bolsheviks), the Russian political landscape in 1917 featured moderates seeking liberal reform and a rapid evolution towards a constitutional monarchy. Vasily Maklakov, a lawyer, legislator and public intellectual, was among the most prominent of these, and the most articulate and sophisticated advocate of the rule of law, the linchpin of liberalism. This book tells the story of his efforts and his analysis of the reasons for their ultimate failure. It is thus, in part, an example for movements seeking to liberalize authoritarian countries today—both as a warning and a guide. Although never a cabinet member or the head of his political party—the Constitutional Democrats or “Kadets”—Maklakov was deeply involved in most of the political events of the period. He was defense counsel for individuals resisting the regime (or charged simply for being of the wrong ethnicity, such as Menahem Beilis, sometimes considered the Russian Dreyfus). He was continuously a member of the Kadets’ central committee and their most compelling orator. As a somewhat maverick (and moderate) Kadet, he stood not only between the country’s absolute extremes (the reactionary monarchists and the revolutionaries), but also between the two more or less liberal centrist parties, the Kadets on the center left, and the Octobrists on the center right. As a member of the Second, Third and Fourth Dumas (1907-1917), he advocated a wide range of reforms, especially in the realms of religious freedom, national minorities, judicial independence, citizens’ judicial remedies, and peasant rights.

In the wake of the collapse of the USSR, contemporary conventional wisdom holds the the Russian state is "weak." Stephen Wegren feels that the traditional approach to the weak/strong state suffers from measurement and circular logic problems, believing that the Russian state, thought weaker than in its Soviet past, is still relatively stronger than other actors. The state's strength allows it to intervene in the rural sector in ways that other power contender cannot.Specifically, as a measure of state intervention, Wegren analyzes how the state has influenced urban-rural relations, rural-rural relations, and the nonstate (private) agricultural sector. Several dilemmas arose that have complicated successful agrarian reform as a result of the nature of state interventions, how reform policies were defined, and the incentives rhar arose from state-sponsored policies. About Tsereteli relatively little has been written in historical literature. A study of his political career fits well into the current, gradually widening interest in the men who were the losers in the Russian revolution. A biography of Tsereteli is certainly not out of place alongside S. H. Baron's biography of Plekhanov, I. Getzler's work on Martov and the biography of Aksel'rod by A. Ascher. While Plekhanov, Martov and Aksel'rod laid down the theoretical principles of Menshe vism, Tsereteli was certainly their superior in the field of practical politics. The quantity and quality of the available source material is un equally divided over the different periods of Tsereteli's life. There is very little more about his youth than the brief notes which he himself made much later in his life, and the recollections which Boris Niko laevskii and Tsereteli's sister Eliko noted down from things he said. There is quite a lot of material about the student movement in Moscow between I900 and I902, in which he took an active part, so that it is possible to get a good general picture. Since the students often acted anonymously, however, it is not easy to determine Tsereteli's role.
