As the Air Force faces manpower end-strength reductions of approximately 40,000 active duty personnel, it becomes more difficult to support the air and space expeditionary force (AEF) construct using current force employment practices. These manpower reductions could leave the active component without sufficient end-strength personnel authorizations to support current operational requirements. The Air National Guard (ANG), on the other hand, will not undergo significant manpower reductions, but it will be affected by the Air Force structure planning under way in support of the Quadrennial Defense Review (QDR) and Base Realignments and Closure (BRAC) that calls for the retirement of a significant number of legacy aircraft. This could potentially leave the ANG with a large number of highly trained, highly experienced personnel with no aircraft to operate and support.

"Total Force Integration (TFI) of the U.S. Air Force National Guard, Reserve, and Active Duty (AD) components is here to stay and will continue to provide the combat power required by Combatant Commanders for the future. The purpose of this paper is not to refute a need or disparage conclusions that TFI associated units will help meet budgetary constraints, but rather to highlight implementation strengths and weaknesses in order to improve the program for future success. Members from all components have and continue to exhibit reservations concerning the mixing and matching of component forces; however, it is undeniable that TFI is both cost efficient and effective in providing combat power. The question is how to correctly identify past, present, and future, problems that hinder its continued evolution. This project provides a brief history of TFI to give a foundation for program origination, and incorporates both objective and subjective studies to highlight strengths and weaknesses of the program. Knowing why and how Air Force structure needed to change and then analyzing the stumbling blocks it faced in the past as well as continues to confront in the present will enable Air Force leadership to better address current inefficiencies and to improve TFI today and ensure its success in the future."--page i.

This project examines the history of the Total Force policy since its inception in 1970 through its implementation today in an effort to determine a future direction for the Air Force's Future Total Force initiative. It cites histories of the Air Force, the Air National Guard, and the Air Force Reserve to depict the historical reference for the Total Force policy. The project relies on the Congressional testimony by subject matter experts such as undersecretaries of defense, the Secretary of the Air Force, and the Chief of Staff of the Air Force, as well as the Air Force's own Future Total Force policy pamphlet to relate the current implementation and potential future direction for the policy. Analysis of the past implementation does offer lessons for future implementation of the policy. These lessons include the undeniable efficacy of the policy, given proper manning and funding of the Air Reserve Component. The vital importance of maintaining a symbiotic relationship between the active duty and Air Reserve Component represents another lesson of the history of the Total Force policy. Finally, realizing the limitations of the Air National Guard and Air Force Reserve within the context of the Air and Space Expeditionary Force is a final lesson to consider when determining the future of the Air Force's Future Total Force.

The development and application of technology has been an essential part of U.S. airpower, leading to a century of air supremacy. But that developmental path has rarely been straight, and it has never been smooth. Only the extraordinary efforts of exceptional leadership - in the Air Forces and the wider Department of Defense, in science and in industry - have made the triumphs of military airpower possible. Development Planning provides recommendations to improve development planning for near-term acquisition projects, concepts not quite ready for acquisition, corporate strategic plans, and training of acquisition personnel. This report reviews past uses of development planning by the Air Force, and offers an organizational construct that will help the Air Force across its core functions. Developmental planning, used properly by experienced practitioners, can provide the Air Force leadership with a tool to answer the critical question, Over the next 20 years in 5-year increments, what capability gaps will the Air Force have that must be filled? Development planning will also provide for development of the workforce skills needed to think strategically and to defectively define and close the capability gap. This report describes what development planning could be and should be for the Air Force.
