Excerpt from The American Philosophy of Government and Its Effect on International Relations So long as the people of each nation remained unenlightened and were without full power to express their ideas through representative institutions, the war-game of the balance of power ruled international politics, and international disputes were disputes concerning the rights of nations, and particularly on points of national honor. The citizens of each nation had only partial and indefinite rights at home, and citizens of one nation had no rights in another nation or against a foreign government. A person abroad had only certain privileges, and these usually were based on treaty. Breaches of treaty were considered to involve the national honor not of the nation breaking the treaty, but of the other nation, and led to war or to a new disposition of alliances according to the rules of the war-game. The Fathers did rely on reason when experience failed them. Hence any interpretation of their work that is to rise above mere description will have to take into account their rational princi ples of government, that is to say, their political theory. Experience was the raw material with which they worked; but in shaping this material into beautiful and permanent form they were guided by cer tain great architectonic principles for which they were indebted to political theory. There were many compromises; indeed, the actual Constitution was, in a sense, heated in the forge of conflicting inter ests and hammered out on the anvil of mutual concessions. But ever and anon there was a recourse to first principles. The framers never got entirely away from the great fundamentals of political philosophy, such as equality, sovereignty, liberty, and democracy. Conservatism IS a natural philosophy which recognizes man as having a spiritual and a material side, and that the two are intertwined. One cannot be affected without a reaction taking place in the other. Consequently as the focus is placed on the material side, the Spiritual Side weakens. From this comes a weakening of man which can today be seen in our apathy toward crime in all categories, in man's greater and greater reliance on a government for the solu tion of his daily problems, and in man's reluctance to face the real dangers loose in the world today. Conservatism being a natural philosophy, the young have little trouble recognizing its value. It is not difficult to show them that changing the nature of man by edict is impossible and that trying to change the pattern of our economic system by applying to it theories tried and found wanting in the past simply does not make good sense. Some people believe that conservatism is applicable only to economics. In their minds conservatism has become a sort of exercise in bookkeeping, Which it isn't at all. Its truths can be applied to every problem and situation which we have before us today and which will crop up in the future. It is my hope that this book will demonstrate this to the readers' satisfaction in the field of foreign affairs.
