The ongoing confrontation with Iran, the war against ISIL, the instability in Iraq, the Civil war in Syria, and the conflict in Yemen have all caused major changes in the security situation in the Persian Gulf and in the regional military balance. The strategic partnership between Arab Gulf states, and with the United States and other outside states, must now evolve to deal with conventional military threats and a range of new threats, including ideological extremists, non-state actors and their state sponsors, and a growing range of forces designed to fight asymmetric wars. This new report from the CSIS Burke Chair in Strategy provides a 2015 assessment of the Gulf military balance, the military capabilities of each Gulf state, the role of the United States as a security partner, and the priorities for change in the structure of both the Gulf Cooperation Council and the Arab Gulf military partnership with the United States. The assessment goes far beyond the conventional military balance and examines how force developments in the region affect joint and asymmetric warfare, missiles and missile defense, nuclear forces, as well as terrorism, the role of non-state actors, and outside powers.

Profound changes in regional geopolitical dynamics in the Arabian Gulf since the early-2000s render the region a highly challenging environment for U.S. foreign policy and military engagement. At a time of continuing domestic instability in Iraq and an increasingly isolated Iran, the geopolitical weight of the Gulf Cooperation Council (GCC) states has risen dramatically over the past 10 years; the GCC states' enormous economic power, coupled to some of the most stable political systems in the entire Middle East and North Africa region, call for continuously close U.S.-GCC relations in the security sphere as an important element in U.S. foreign policy. But these fundamental shifts in the political environment coincide with changes in the regional perception of the United States as a security partner. The conflict in Iraq, resulting in yet another unstable state at the heart of the Middle East and in immediate proximity to the GCC, has left many former supporters of U.S. engagement in the region disappointed and cynical. Furthermore, ongoing U.S. defense budget adjustments have raised concerns among GCC leaders about the future of U.S. military capabilities and U.S. willingness and ability to engage in the region. In addition, U.S. responses to the Arab Spring sent important signals to the GCC about the potential durability of U.S. political and military support in the event of popular demand for more democratic rights and access to their countries' economic resources.

This report analyzes the balance of Iranian, US, and Gulf Arab forces in a wide range of possible contingencies, and gives equal weight to both conventional and asymmetric forces. An accurate assessment of the trends in the military balance in the Gulf is a critical part of US and allied decision making, and the conventional military balance is only one side of the story. Iran's current strategy is to develop a combination of conventional and asymmetric forces that present a wide range of significant challenges to US policy makers, Arab Gulf states, and other allies and regional powers. If the US is to successfully neutralize this complex mix of threats that can be used in so many different ways and at some many different levels of escalation, it must continuously adapt its forward deployed and power projection forces to deal Iranian efforts to improve its capability conduct a battle of attrition in the Gulf or near it, and deal with contingencies like Iran's use of free floating mines, unattributable attacks, and any other form of asymmetric warfare than threatens friendly Gulf states and the flow of world energy exports from the region. The US must also work with its Gulf partners and other allies to deter and defend against very different types of conflict and be prepared to face sharp limits on the amount of force it can use. US success depends on building up the capabilities of its strategic partners in the Arab Gulf, as well as improving its cooperation with more traditional partners like Britain and France.

"The new U.S. Interim National Security Strategic Guidance 2021 (INSSG), which calls for the U.S. drawdown from the Arabian Gulf to confront China in the Indo-Pacific Ocean, has cornered the Arab Gulf States and put their security and stability in the face of the Iranian regime’s attacks on the line. This paper presents the possible solutions that the Arab Gulf States can implement to maintain their security and stability. The Arab Gulf States prefer to maintain the strategic partnership between them and the U.S. if it will provide the capabilities to preserve their security and stability. Subsequently, it can rely on one of the proposed options or combine these options to reach the best approach to ensure the security and stability of the region. These options include: 1) Conducting strategic dialogue to convince the U.S. to maintain the strategic partnership and not withdraw from the region; 2) Forming a regional alliance to deter Iranian interference in the region’s affairs; 3) Entering an economic partnership with China and investing in Russian military industries to provide additional deterrence capabilities to the Arab Gulf States; 4) Conducting a strategic dialogue with Iran to persuade it of the importance of maintaining the security and stability of the Arabian Gulf by restoring peace and diplomatic relations by increasing inter-investment through a common market. The best way to create integrated deterrence against Iranian interference in the region is to consider integrating these options in different proportions to complement each other."--Abstract.

How the Gulf Cooperation Council (GCC) relates to BRICS (Brazil, Russia, India, China, and South Africa) is, in the light of the growing strength and importance of this organisation and the countries which comprise it, of critical importance. The GCC countries have fast-growing economies, and they share some of the attributes and concerns of BRICS countries. The issue is not simply how the GCC countries handle their relations with the individual BRICS countries, but more importantly how they relate to an alternative structure of coordination and perhaps power in the global order. Their established links and alliances may no longer be enough to satisfy either their economic needs or their security concerns. The objective of this book is to examine the commonalities and the differences in economic and political interest between the BRICS countries and the GCC countries, so as to assess the potential for cooperation and collective action. Whether the GCC could itself become a part of BRICS is also worth consideration. While the focus is on the GCC, the GCC's relations with BRICS countries have been, and will continue to be, closely affected by the wider Gulf dimension--the state of their relations with Iran and Iraq, and the manner in which BRICS countries relate to those two countries.
