Despite the wealth of United States, there exists a condition of extreme poverty in which people have been denied the opportunity to make choices about how and where they live. For those who have been forced to live in impoverished communities, their lives are plagued by conditions of social inequality and appear to have little hope of ever achieving a better life for themselves or for their children. Impoverishment is not however, limited to a community's socioeconomic status but extends to the individual's access to social resources. These limitations often lead to the development of the underclass, a class defined as a "heterogeneous group of families and individuals who are outside the mainstream of the American occupational system." Generally, it is the misconception that individuals choose to live in impoverished conditions when in fact the creation of the underclass is a construct imposed by society itself. With few exceptions, architects and designers have failed to address the value architecture has to these disadvantaged communities and have failed to ask whether or not architecture can characterize the social and cultural complexities of the community. In spite of this worldview, can architects empower the underclass through their architecture? Accomplishing this empowerment requires the development of a method that allows architects to become aware of the potential prejudices attached to the community's plight and develop an understanding that any intervention can signify a break from its past or that the intervention can reinforce the community's skepticism of outsiders who often fail to recognize the community's vitality. It is not the goal to force upon the community the values of mainstream society but to address the qualitative benefits of the intervention to the community without prejudice or preconceived ideologies of the underclass; the architecture must characterize the individuality of the community and recognize that all people deserve the same access to social services irregardless of their socioeconomic status.

Conventional architectural practice and education has long been limited to serving a minority of the world's elite population. This research is interested in extending the boundaries of architectural practice and education. It sets out to explore the role of architects in addressing the emergence and growth of informal settlements which represent the majority of the built environment in most developing countries. It traces the transformation from a providing paradigm to a supporting paradigm in global housing policies for the urban poor which calls for a new role for architects and the architectural profession - the 'architecture of empowerment'. As a contribution to this paradigm shift, the research focuses on architectural design processes 'with' poor urban communities in Thailand as a case study. Reflections on the practice of NHA, CODI and CASE architects are examined and compared through an investigation of the relationship between their values, knowledge and skills, in order to understand not only the challenges faced in their practice, but also the implications for architectural education. The research illustrates that architects, who employ the architectural design process as an empowering tool for community members, work as 'reflective educators' encompassing the professional roles of 'provider', 'supporter' and 'catalyst'. The conditions underlining each role include (1) the architect's personal values, knowledge and skills; (2) organizational policies and supports; and (3) clients' values concerning participation and participatory design process. The research argues that the knowledge and skills of the architect as provider remain important, but not enough to deal effectively with the challenges posed by informal settlements. Also crucial are the new architectural values, knowledge and skills related to the roles of supporter and catalyst which relate respectively, to design to support community members to make their own decisions; and empower them to believe in themselves, collectively act for themselves and reflect on their actions. This calls for a transformation in the power relations between architects and their clients in the design process, and when addressed in an 'alternative architectural education', also calls for a transformation in the power relations between architectural tutors and their students in the classroom and design studio, and the promotion of a reflective educational practice.

Architecture is too important to be left solely in the hands of architects, developers, and builders. All have the right to build, alter, and inhabit spaces that meet their needs and desires. For this condition to occur, individuals must have the psychological capacity and social legitimacy to become active agents in spatial discourse and production. Without capacity or legitimacy, the individual will not be able to act. In this thesis, the process of an individual developing from a passive user of space into a spatial advocate, instigator, and creator is framed as spatial empowerment. The thesis offers spatial empowerment strategies and tactics for non-architects within three domains. (1) Capacity Building of architectural knowledge, spatial skills, and critical thinking is achieved through education and reflective practice. This ensures an increase in an individual's capacity for spatial decision making. (2) Inclusive Practice within the architectural process and pedagogical approach leads to social legitimacy of the individual. Inclusivity is achieved through participation and community building. (3) Spatial Action, the intended outcome of the spatial empowerment process, is conditional on available empowerment opportunities, the mobilization of resources, and the ability to implement, monitor, and evaluate the process. The praxis-based thesis research, conducted through literature review and workshop analysis, culminates in a spatial empowerment guidebook. 1-to-1: A Guide to Spatial Empowerment, provides information and 'lesson plans' for an individual to increase their spatial capacity, foster inclusive practice, and promote spatial action. All can lead the way to a hands-on, open-ended, inclusive, and empowered spatial reality.
