The Arctic is a harsh geography that has historically been misconceived as a large ice mass, ignoring the complex strategic salience of the region. Its cold waters and frozen lands have attracted the attention of people for many years and have been the centre of discoveries and adventures. Today, however, the strategic importance of the Arctic has gone beyond discoveries and adventures. Factors, such as environmental erosion, climate change, and national or regional security complicate geopolitical dynamics in the region. This book begins by delving into the issues that have led Arctic countries to reorient their foreign policies. The geopolitical structure of the Arctic, the expansion of NATO, the emergence of new energy reserves, and the impact of climate change on the Arctic are some of the factors directly affecting the region. Then, within the framework of these influences, the policies of the eight Arctic countries are re-assessed from the perspective of international relations. This volume not only emphasises the geopolitical and strategic importance of the Arctic region, but also discusses conflicts of interest, international cooperation efforts, and possible future scenarios. The Arctic is not just a geography, but also an important part of global politics and security. This book is a guide to understanding the complex and dynamic nature of the Arctic region. The Arctic has, for some forty years, been among the most innovative policy environments in the world. The region has developed impressive systems for intra-regional cooperation, responded to the challenges of the rapid environmental change, empowered and engaged with Indigenous peoples, and dealt with the multiple challenges of natural resource development. The Palgrave Handbook on Arctic Policy and Politics has drawn on scholars from many countries and academic disciplines to focus on the central theme of Arctic policy innovation. The portrait that emerges from these chapters is of a complex, fluid policy environment, shaped by internal, national and global dynamics and by a wide range of political, legal, economic, and social transitions. The Arctic is a complex place from a political perspective and is on the verge of becoming even more so. Effective, proactive and forward-looking policy innovation will be required if the Far North is to be able to address its challenges and capitalize on its opportunities.

Increased global interest in the Arctic poses challenges to contemporary international relations and many questions surround exactly why and how Arctic countries are asserting their influence and claims over their northern reaches and why and how non-Arctic states are turning their attention to the region. Despite the inescapable reality in the growth of interest in the Arctic, relatively little analysis on the international relations aspects of such interest has been done. Traditionally, international relations studies are focused on particular aspects of Arctic relations, but to date there has been no comprehensive effort to explain the region as a whole. Literature on Arctic politics is mostly dedicated to issues such as development, the environment and climate change, or indigenous populations. International relations, traditionally interested in national and international security, has been mostly silent in its engagement with Arctic politics. Essential concepts such as security, sovereignty, institutions, and norms are all key aspects of what is transpiring in the Arctic, and deserve to be explained in order to better comprehend exactly why the Arctic is of such interest. The sheer number of states and organizations currently involved in Arctic international relations make the region a prime case study for scholars, policymakers and interested observers. In this first systematic study of Arctic international relations, Robert W. Murray and Anita Dey Nuttall have brought together a group of the world's leading experts in Arctic affairs to demonstrate the multifaceted and essential nature of circumpolar politics. This book is core reading for political scientists, historians, anthropologists, geographers and any other observer interested in the politics of the Arctic region.

The United States government historically has ignored the importance of the Arctic and been late to react to changes in the region. Today, unique geographic developments and adjustments in the international political landscape are highlighting the geopolitical importance of Alaska and the Arctic Region once again. Three distinct trends have contributed to renewed interest in the Arctic: new emerging sea lanes due to climate change, increased natural resource competition, and the rise of competitors in the region. Combined, the competition for natural resources made more accessible by climate change and the political developments in the Arctic and the Pacific create a significant challenge for US policymakers. With the increased importance of the Arctic, proper identification of ends, ways and means will assist in keeping the Arctic region one of cooperation. Several recommendations are offered under the elements of national power. The rationale for a comprehensive policy review and synchronization of ways and means offered here is a starting point for a more robust national strategy on the reemerging northern front.

The Arctic environment is in a state of flux and the U.S. government must be prepared to handle the evolution and capitalize on the opportunities. Once barren and desolate, the Arctic is slowly coming to life with industry and commerce brought about by receding ice conditions. Along with that comes the need for a comprehensive and actionable Arctic policy. The other Arctic nations that ring the North Pole are quickly adapting to the shifting Arctic. Unlike the U.S., they have established Arctic policies, are implementing plans to operate in the region, and taking advantage of the opportunities that this new frontier has to offer. The U.S. framework is the National Strategy for the Arctic Region. The plan is short on detail and aspirational in nature. It lacks clear direction and authority. The U.S. has yet to commit to its role as an Arctic nation. The U.S. Arctic lacks infrastructure such as a deep-water port, a joint military base, and additional heavy icebreaker assets. Additionally, there is no lead agency that has authority and funding to carry out U.S. Arctic objectives. Under the current state of affairs, the U.S. is vulnerable to security, economic, and sovereignty issues in the Arctic. CHAPTER I * INTRODUCTION * A. RESEARCH QUESTION * B. PROBLEM SPACE * C. The monograph analyzes international relations in the Arctic from two perspectives: cooperation and competition. The following question was asked: does rivalry outweigh cooperation in the Arctic or is it the other way round; do the entities manage to gain the benefits of cooperation?
