This research paper will address the Army's need for changing the FORMDEPS five phase mobilization model for the Reserve Component which is identified as planning and preparation, alert, home station, mobilization station, port of embarkation, to a new model of train, alert and deploy. This paper will additionally explain the impact of the current mobilization procedures on the Army National Guard in the current mobilization supporting the Global War on Terror. It will identify inefficiencies that exist in the FORMDEPS process and will offer an alternative strategy that should be used in an environment where the Army National Guard requires directed, focused individual and unit-level training. These requirements evolved due to a greater role for the National Guard as part of the National Security and Military Strategies. The focus of the new model is on training and personnel readiness with discussion on the certification that occurs during the mobilization process. Further, this paper will provide a historical review of the mobilization process and identify shortfalls in mobilization resource areas. Based on research, an analysis will be provided on the cumulative impact of the new mobilization initiative aimed at improving mobilization efficiencies.

The realities of World War II compelled the U.S. Army to activate the National Guard en masse. Federalizing the National Guard proved critical prior to potentially utilizing expeditionary military forces. At the time, the National Guard acted as the largest component of the Army and contained not only troop strength, but also provided command and control capabilities organic in its division headquarters. National Guard units became vital to quickly mobilize forces for national defense and eventually the execution of the largest expeditionary war the United States has ever seen. The 35th Infantry Division became one of these divisions first mobilized in 1940. The process of mobilizing, training, and integrating National Guard divisions into the Regular Army has not occurred in-scale, since World War II. This monograph strives to identify successes and shortfalls of activating the 35th Infantry Division during World War II for overseas service. The contemporary U.S. Army has a preponderance of forces in the Army National Guard and the U.S. Army Reserve. In aggregate, U.S. Army resources amount to three corps headquarters and eighteen division headquarters to employ in large-scale combat operations. Cohesively, the three compositions (COMPOs), which are known as the Total Army include COMPO 1 Regular Army, COMPO 2 Army National Guard, and COMPO 3 Army Reserve. With eight division headquarters nested within the National Guard, synchronization of the Total Army becomes critical to U.S. Armed Forces' success in the next conflict against a near-peer adversary in a contested operational environment. The United States faces threats from competitors such as Russia, China, North Korea, Iran, and violent extremist organization in a complex and interconnected world. The story of the 35th Infantry Division's preparation for the European Theater of Operations during World War II informs today's challenge to effectively integrate the Army National Guard with the Regular Army. Army National Guard and Regular Army divisions will meet these contemporary challenges. This compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Contents: Section 1: Introduction * Research Question * Hypothesis * Methodology * Criteria * Background/Significance * U.S. Army's Condition Prior to World War II * Section 2: Role of the 35th Infantry Division in World War II * Mobilization * Training * Integration versus Assimilation * Section 3: Lessons Learned * National Guard Division Mobilization for Large-Scale Combat Operations * Recommendations * ConclusionThis paper will include a case study analysis of the 35th Infantry Division's mobilization, training, and integration. This case study will incorporate a maximum utilization of primary sources from the attached bibliography. The body of literature concerning the mobilization, training, and integration of the 35th Infantry Division during World War II is adequate to explore the considerations for the rapid deployment of National Guard divisions during large-scale combat operations. Leavenworth Combined Arms Research Library, the Harry S. Truman Presidential Library, and the Dwight D. Eisenhower Presidential Library, in addition to online archives, provide all primary resources. The following monograph will consist of three sections. Section 1 will include introductory material and will detail the significance of the proposed research. The backdrop of the U.S. Army's condition prior to World War II will be underscored for the audience. A working hypothesis will be linked to the research question at hand, which explores the 35th ID's capability to effectively integrate into the Regular Army.

Since September 11 2001 the Army National Guard has played an increasing role in the Global War on Terrorism (GWOT) Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF). In the past two years the mobilization rate of Army National Guard has increased immensely. The mobilization process is very challenging and is reliant on the readiness levels of our Army National Guard soldiers and equipment. Traditional citizen- soldiers make up 86% of the Army National Guard end strength of 350,000 soldiers. Once called upon these soldiers continually strive to meet the call to arms in the shortest amount of time. In order to manage soldier and unit readiness the Army National Guard is allocated full-time soldiers who ensure critical tasks are completed and manage readiness levels within units. However the Army National Guard's Full-Time Support (FTS) program has been underfunded for many years. This paper analyzes the impact of this funding shortfall and its effect on readiness as the Army National Guard mobilizes more units. The Army's FTS program supports both the Army Reserve and the Army National Guard. This paper focuses on the Army National Guard's FTS program and its impact on readiness.

The current mobilizations of the Reserve Forces of the United States in support of Operation Iraqi Freedom and Operation Enduring Freedom have been attenuated with serious problems caused by a weak and outdated mobilization plan. Historically, American military efforts for large scale mobilization of its reserves and conscript generated forces have never occurred smoothly and resolving the problems have taken considerable time. The current set of mobilizations have fared no better and the problem continues to be solved through multiple adjustments to National and Forces Command policies causing confusion and frustration within both active training units and the reserve forces. This project examines historical mobilization efforts of the latter half of the 20th Century and the most common problems of the current mobilizations; specifically as it applies to the National Guard. The research reveals a definite disconnect between the U.S. Army's intended mobilization process and end state, and the activities within the states using New York as an example.

On Sept. 14, 2001, Pres. Bush proclaimed that a national emergency existed by reason of the 9/11 terrorist attacks. Under Sect. 12302 of title 10, U.S. Code, the Pres. is allowed to call up to 1 million Nat. Guard and Reserve members to active duty for up to 2 years. The GAO was asked to review issues related to the call-up of reservists following 9/11. GAO examined (1) whether the DoD followed existing operation plans when mobilizing forces; (2) the extent to which responsible officials had visibility over the mobilization process; and (3) approaches the services have taken to provide predictability to reservists. Also determined the extent to which the Ready Reserve forces, which make up over 98% of non-retired reservists, were available. Makes recommendations.

Joint Mobilization Planning written by Lloyd Austin and has been published by CreateSpace this book supported file pdf, txt, epub, kindle and other format this book has been release on 2013-03-07 with History categories.

Mobilization includes assembling and organizing personnel and materiel for active duty military forces, activating the Reserve Component (RC) (including federalizing the National Guard), extending terms of service, surging and mobilizing the industrial base and training bases, and bringing the Armed Forces of the United States to a state of readiness for war or other national emergency. There are two implied processes: The military mobilization process and the national mobilization process. The National Security Strategy, National Defense Strategy, and the National Military Strategy detail national objectives and interests. Implicit is the need to maintain and improve a capability to rapidly and efficiently mobilize forces and resources to respond to threats across the range of military operations. This publication provides fundamental principles and guidance for the planning and conduct of joint military mobilization and demobilization, as well as some additional methods of force expansion, including use of volunteers and Presidential Reserve Call-up. It also provides the context for joint participation in the planning and programming activities undertaken within the DOD, especially those activities aimed at the reconstitution of military capability to deter any future threat to national security.

This description implies two processes: The military mobilization process by which the nation's Armed Forces are brought to an increased state of readiness. The national mobilization process, which mobilizes the interdependent resource areas to meet non-defense needs as well as sustaining the Armed Forces during all military operations. Congress has provided the President with a comprehensive menu of authorities for tailoring an appropriate response in a crisis. Several of these are available without a declaration of national emergency. Others require Presidential or congressional emergency declarations.
