What causes institutions to transform? This dissertation develops a micropolitical perspective to explain when, why, and how mid-level agents can reform their organizations. It then tests my argument by analyzing how the U.S. Army fundamentally altered its way of war twice in four decades after leaving Vietnam. The micropolitical perspective holds that while institutional leaders help to enforce order through recruitment, training, and promotion, actors at the middle level reproduce this continuity by acting according to a paradigm. Because these agents are central to order, they can also spark major changes. First, over long periods, mid-level actors may shift how they understand their missions and capabilities, creating a mismatch between top and middle. The gap enables the second part of the process: internal reformers take advantage of this disruption by forging ties with officials and experts across institutional boundaries. These informal networks struggle to create consensus and consolidate a new paradigm. The micropolitical explanation contrasts with theories stressing that change is exogenous, is led from the top, or is perpetual due to the heterogeneity of institutions. To test my perspective, I examine the U.S. Army's unexpected embrace of counterinsurgency warfare and nation building during the mid-2000s. My analysis of declassified documents, interviews, and the writings of insiders and outsiders shows that junior officers produced the major changes to the Army's way of war. I also compare the mid-2000s to other recent periods in Army development. The similarities and differences indicate that while the Army is hierarchical, isolated, and rigid, it can change from within. This dissertation contributes to our understanding of institutions and U.S. security policy. First, it demonstrates that internal agents are central to both change and continuity. This challenges arguments that structures or external authorities constrain or drive transformation. Second, it shows that analyzing mid-level agents can help us predict the contours of future transformations. Third, it specifies the nature of the Army's recent changes. The institution is now more likely than during the 1980s and 1990s to accept missions where overwhelming force is not possible, battlefield victory is not the overall objective, and public support is uncertain.
