Focusing on the Asia-Pacific region, which in recent years has been the engine of global economic growth , this volume surveys trends and prospects in technical and vocational education and training (TVET) with particular reference to achieving inclusive growth and the greening of economies. Underlying the increasing pressure for new models of TVET provision is the rapid pace of technological change, demand for a work force which is highly responsive to evolving needs and a transforming market place that calls for higher order skills and lifelong learning. The book proposes a re-engineered, modernized TVET system that fosters an innovative approach which enhances the employability of workers as well as the sustainability of their livelihoods. The book includes contributions from leading policy makers, researchers, and practitioners, including those in the private sector in analyzing and forecasting the most urgent priorities in skills development. The book argues for creative approaches to TVET design and delivery particularly with a view to improve job prospects , and meeting the goals of inclusion, sustainable development and social cohesion. OBJECTIVES: Establish and develop a network for mutual collaboration in vocational training in Asia and the Pacific through APSDEP. FINDINGS: Prodoc revisions did not embody the above immediate objectives. They contained ambiguities and contradictions resulting from defering views of what was being attempted, and also from shortcomings in the understanding and application of the project design methodology. Two major deficiencies affected the project: (a) the listing of immediate objectives as activities which were not related to the development of the APSDEP network, but more to what APSDEP would do once the network was established; and (b) the lack of a clear distinction between the project and APSDEP. Consequently, APSDEP had no professional staff of its own with obvious implications when the project terminated. Progress in implementing the substantive activities had been satisfactory but uneven. Findings positively affecting implementation include the cooperative attitude of participating countries in creating the network as well as government identification of institutions in the network. Negative influences included lack of funds, difficulty in balancing regional and national requirements, and uneven quality and performance of "focal points" in participating countries.
