Public sector reform has moved on apace since the first of the Commonwealth Public Service Country Profile Series was launched in 1995 when the principles of New Public Management (NPM) were in an early stage of adoption. Since then, the various civil services described in the series have undergone radical change in scope, organization and approach rendering a revision timely. Now up dated and completely revised, these re-issued Country Profiles continue to be an accessible and valuable source of reference which attempt to both describe and analyze the often tumultuous and controversial public sector reforms which have taken place in contributing countries since 1995. Practicing bureaucrats, diplomats, political and academic audiences will find these new books invaluable in benchmarking best practice in public sector reform across Commonwealth member countries.

"The Profile provides an overview of the Australian government and public administration framework. It describes significant reforms that have influenced public service management since the 1970s, their incorporation into current practices, and developments currently underway. While the principal focus is on the Commonwealth experience, this has been complemented by contributions from state and territory experience related to particular themes or topics." --Preface.

In these times of dramatic social, economic and political change, governments around the world are questioning their roles and responsibilities in the public sector. There is a trend away from traditional public sector model and that of market ideology, but there does not yet exist a universally accepted alternative. Brendan Nolan offers a comparative analysis of public administration in several OECD countries (the UK, USA, Australia, and Scandinavia) and explores possible future directions.

This document is one of a series of studies of foreign jurisdictions undertaken to put Canadian federal public service renewal into the broader context of reforms under way internationally, given that much can be learned from the ideas and experiences of others who face similar challenges. The document presents an outline of the public service reform program of the successive Labour governments that held office in Australia from 1983 to early 1996. It begins with background on the Australian government and the public service reforms that began in the 1970s. It then reviews the human resource dimension of the public service reforms; the budgetary, financial management, and related reforms; the structural reforms; and 1990s evaluations of the reforms. Appendices include a list of principles for the provision of services to government agencies.

Each has a story to tell, with insights that can only be drawn by those working at the ‘sharp end’ of policy.

Competing For Influence written by Barry Ferguson and has been published by ANU Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2019-07-12 with Political Science categories.

Amidst growing dissatisfaction with the state of government performance and an erosion of trust in our political class, Competing for Influence asks: what sort of public service do we want in Australia? Drawing on his experience in both the public and private sectors – and citing academic research across the fields of public sector management, industrial organisation, and corporate strategy – Barry Ferguson argues the case for the careful selection and application of private sector management concepts to the public service, both for their ability to strengthen the public service and inform public policy. These include competitive advantage, competitive positioning, horizontal strategy and organisational design, and innovation as an all-encompassing organisational adjustment mechanism to a changeable environment. But these are not presented as a silver bullet, and Ferguson addresses other approaches to reform, including the need to rebuild the Public Sector Act, the need to reconsider the interface between political and administrative arms of government (and determine what is in the ‘public interest’), and the need for greater independence for the public service within a clarified role. This approach, and its implications for public sector reform, is contrasted with the straitjacket of path dependency that presently constricts the field.
