Excerpt from The Bank Charter Act: Ought the Bank of England or the People of England to Receive the Profits of the National Circulation A Parliamentary Committee has been appointed to investigate the merits and demerits of the Bank Charter Act of 1844, and to report to the House of Commons whether that Act ought to be renewed, modified, or abrogated. Under these circumstances this pamphlet is submitted to public consideration. That law known as the "Bank Charter Act" is one of a series of monetary enactments commencing in 1816, consolidated in 1819, and complemented in 1854; and those collective measures are erroneously believed by many to have restored the ancient standard of value, the action of which was suspended during the Bank Restriction Act. When the Bill of 1819 was passed, it was supposed that it would only lower prices four or five per cent.; in fact, it doubled the amount of the national debt. Excerpt: ...of his position, by making it subservient to his private interest, some years ago when the very large bonus of 25 per cent. was given to the proprietors, the bank directors, according to the evidence of the late Mr. Horsley Palmer, before the Committee on the Bank Charter, remained, as they were before, small proprietors of stock. There has always been an objection in the bank parlour to the admission of any private banker to a seat in the direction of the bank; what that objection is, it is difficult to arrive at, it cannot be from any feeling of jealousy, of this we must at once acquit the court of directors, neither do we think their presence would in any way interfere with the proper management of the business of the bank, but, on the contrary, might, from their experience in banking, add considerably to the advantage of the corporation; for, as the court is at present constituted, it consists exclusively of merchants, men undoubtedly of great respectability we admit, but on their first introduction as directors, they are, from the nature of their 3 several avocations, without the slightest experience of the operations of banking, which has not inaptly been called a science, the knowledge of which can only be attained by long practical experience. This reminds us of a circumstance which occurred at a Lord Mayor's dinner some years ago, On the health of the merchants and bankers being proposed, the late Mr. John Masterman responded on behalf of the latter, and in the course of his remarks said, "that the science of banking was not taught by intuition, there was no royal road to it," then turning to Sir Peter Laurie, he added, "My friend Sir Peter has just been made governor of a bank," the Union Bank had then been...

Excerpt from An Essay on the General Principles and Present Practice of Banking, in England and Scotland: With Supplementary Observations on the Steps Proper to Form a Public Bank, and the System on Which Its Accounts Ought to Be Kept The following Pamphlet was first published in the latter end of January, or the beginning of February, 1822. It points out the superiority of the Scotch system of Banking by Joint Stock Companies, both to the public, and those engaged in them, over that of limited partnerships, which existed exclusively both in England and Ireland at that period, with the exception of the two National Banks, and examines and explains the causes of this superiority. It also points out the defects in the Scotch system, and suggests improvements which have been since adopted in Ireland; and recommends, that the clause in the Charter of the Bank of England, which then limited the number of partners in all other Banks to six, should be repealed, in order that Joint Stock Banking Companies may be established to remedy those evils which the exclusive system of Private Banking, produced by that clause, has inflicted upon the country; such information likewise, respecting the nature of these Joint Stock Companies, is given in it, as may induce prudent men to embark their money in them without fear of danger. Before the publication of this Pamphlet, the public at large were totally unaware of the superiority of the Scotch system of Banking over that established in this country.
