Somalia is generally thought of as a homogenous society, with a common Arabic ancestry, a shared culture of nomadism and one Somali mother tongue. This study challenges this myth. Using the Jareer/Bantu as a case study, the book shows how the Negroid physical features of this ethnic group has become the basis for ethnic marginalization, stigma, social exclusion and apartheid in Somalia. The book is another contribution to the recent deconstruction of the perceived Somali homogeneity and self-same assertions. It argues that the Somalis, just like most societies, employ multiple levels of social and ethnic distinctions, one of which is the Jareer versus Jileec divide. Dr. Eno successfully portrays another Somalia, in which a mythical homogeneity masks the oppression and social exclusion suffered by some ethnic groups in the country.

This book represents an attempt to introduce the notion of contested national identity as a theoretical framework for understanding the crisis of the nation-state in Africa, and Somalia in particular. The contributors to the volume share the perspective that one of the principal variables that inform much of the present crisis in Somalia resulted from the simultaneous co-existence of two paradigms/narratives (lineage-based versus territorial) of Somaliness that contest the meaning of people, place, and the history on which nationalism is predicated. The volume represents a major shift in the study of Somali historiography in that the contributors challenge the well-known Somali assumption that a common culture can form the basis for national solidarity regardless of the social and political contexts/realities within which the boundaries of the nation are constituted. Informed by this perspective, the contributors to the volume argue that the current social and political crisis in Somalia must be seen as a war over contested ideas and social identities, a conflict of interpretation of who has the right to define the social boundary of Somaliness.

How do people whose entire way of life has been destroyed and who witnessed horrible abuses against loved ones construct a new future? How do people who have survived the ravages of war and displacement rebuild their lives in a new country when their world has totally changed? In Making Refuge Catherine Besteman follows the trajectory of Somali Bantus from their homes in Somalia before the onset in 1991 of Somalia’s civil war, to their displacement to Kenyan refugee camps, to their relocation in cities across the United States, to their settlement in the struggling former mill town of Lewiston, Maine. Tracking their experiences as "secondary migrants" who grapple with the struggles of xenophobia, neoliberalism, and grief, Besteman asks what humanitarianism feels like to those who are its objects and what happens when refugees move in next door. As Lewiston's refugees and locals negotiate coresidence and find that assimilation goes both ways, their story demonstrates the efforts of diverse people to find ways to live together and create community. Besteman’s account illuminates the contemporary debates about economic and moral responsibility, security, and community that immigration provokes.

This report documents the neglected situation of Somalia's minorities. It aims to raise awareness of the continuing severe violations of their human rights, so that they can move from exclusion and poverty towards a future of dignity, equal opportunities and non-discrimination alongside their fellow citizens. The report examines the current situation in three regions of Somalia -- Somaliland, Puntland and south-central Somalia -- where differing political climates have left minorities in a state of desperation. Severe human rights violations against internally displaced minorities, particularly women, were reported to MRG's researchers in Puntland. Accounts of hate speech, displacement and religious persecution, particularly of Christians, emerged in the violent south-central region of the country, where militant organization al-Shabaab controls much of the territory. Meanwhile, in the relatively peaceful self-declared Republic of Somaliland in north-western Somalia, minorities still face significant barriers in the political, educational and social spheres.

A horn is an instrument either for protection or destruction. The "horn" in the Horn of Africa has for so long turned inward, and on its people, thus victimizing those it was supposed to defend. The ensuing internecine bloodletting has thrown the region into an abyss out of which it is still struggling to emerge. Much of the story of this abyss is captured in social, political, economic, and literary treatises written by indigenous and international experts. Rarely, however, has there been a single volume that brings together keen analyses of the expressive arts of Djibouti, Eritrea, Ethiopia, Somalia, and Sudan. The Road Less Traveled is the first book of its kind. It brings together in the same volume essays on the literatures of the Horn of Africa written by renowned regional and international scholars. All the countries in the region, their major writers, and the genres through which the people in the Horn express themselves are given careful attention. The volume also includes essays that traverse borders, and/or transgress generic delineations/delimitations. The essays in the volume attest to a simple fact, namely, that through the arts humans weave a labyrinthine system of symbolic representations that bear witness to lives lived or imagined. And while in the Horn of Africa catastrophes may abound, the calamity that besets this region can equally be explained through its antiphony: the perseverance and cosmic, albeit cautious, optimism of its people. A horn, after all, is also a way of making music.

The deity Inari has been worshipped in Japan since at least the early eighth century and today is a revered presence in such varied venues as Shinto shrines, Buddhist temples, factories, theaters, private households, restaurants, beauty shops, and rice fields. Although at first glance and to its many devotees Inari worship may seem to be a unified phenomenon, it is in fact exceedingly multiple, noncodified, and noncentralized. No single regulating institution, dogma, scripture, or myth centers the practice. In this exceptionally insightful study, the author explores the worship of Inari in the context of homogeneity and diversity in Japan. The shape-shifting fox and the wish-fulfilling jewel, the main symbols of Inari, serve as interpretive metaphors to describe the simultaneously shared yet infinitely diverse meanings that cluster around the deity. That such diversity exists without the apparent knowledge of Inari worshippers is explained by the use of several communicative strategies that minimize the exchange of substantive information. Shared generalized meanings (tatemae) are articulated while private meanings and complexities (honne) are left unspoken. The appearance of unity is reinforced by a set of symbols representing fertility, change, and growth in ways that can be interpreted and understood by many individuals of various ages and occupations. The Fox and the Jewel describes the rich complexity of Inari worship in contemporary Japan. It explores questions of institutional and popular power in religion, demonstrates the ways people make religious figures personally meaningful, and documents the kinds of communicative styles that preserve the appearance of homogeneity in the face of astonishing factionalism.

Social Policy And Human Development In Zambia discusses social policy and human development endeavours in Zambia, including the various societal forces that converged on the country in both the pre-colonial and colonial periods and which later influenced post-colonial social policy initiatives. The pre-colonial era epitomised indigenous forms of social protection that safeguarded the well-being of Africans. Colonial rule, which was foreign in orientation, was geared towards meeting the needs of a small European settler population through social policy programmes. Most of the discussions in the book unfold in the setting of a post-colonial society. The central thesis of the book is that social policy and human development in Zambia are inextricably bound up with the political and economic forces in the country and that they constantly reinforce each other. Politics is taken as an important variable that legitimises the role of politicians and policy-makers in determining the development path of the country. Thus, their efficacy, lack of depth or ineptitude will be translated into the way public policies, including social policy, are formulated and implemented. Given the normative nature of social policy, it is argued that ideology plays a critical role in both its formulation and execution. This argument is brought home by showing how the socialist government in Zambia during the 1960s and 1970s relied upon ideology to marshal social policy towards the goal of national development. Based on the analyses of different political eras in the country the book also argues that the economy is the central pillar in the implementation of social policy and the provision of social services.
