The Baghdad Railway was a project grand in conception and sweeping in scope. At first a modest effort in north-eastern Anatolia, it soon captured the enthusiasm of important men in German and Austrian financial, industrial, and political circles. This growing interest of Germany, by a sort of political third law of motion, engendered an equal and opposite reaction in Russia, France, and England. In this paper I trace the history of the Baghdad Railway from its conception in 1888 to the beginning of World War I.I will show how important the Railway was in the political, economic, and diplomatic events which led up to the First World War.

Railway expansion was the great industrial project of the late 19th century, and the Great Powers built railways at speed and reaped great commercial benefits. The greatest imperial dream of all was to connect the might of Europe to the potential riches of the Middle East and the Ottoman Empire. In 1903 Imperial Germany, under Kaiser Wilhelm II, began to construct a railway which would connect Berlin to the Ottoman city of Baghdad, and project German power all the way to the Persian Gulf. The Ottoman Emperor, Abdul Hamid II, meanwhile, saw the railway as a means to bolster crumbling Ottoman control of Arabia. Using new Ottoman Turkish sources, Murat Ozyuksel shows how the Berlin-Baghdad railway became a symbol of both rising European power and declining Ottoman fortunes. It marks a new and important contribution to our understanding of the geopolitics of the Middle East before World War I, and will be essential reading for students of empire, Industrial History and Ottoman Studies.

It provides an alternative viewpoint to the thesis of Christopher Clark, Fritz Fischer, Paul Kennedy, among others, as to the war's long-term origins. By starting its analysis with the causes and consequences of the 1870-71 Franco-Prussian War and the German annexation of Alsace-Lorraine, the study systematically explores the key geostrategic, political-economic and socio-cultural-ideological disputes between France, Germany, Austria-Hungary, Italy, Russia, Japan, the United States and Great Britain, the nature of their foreign policy goals, alliance formations, arms rivalries, as well as the dynamics of the diplomatic process, so as to better explain the deeper roots of the 'Great War'. The book concludes with a discussion of the war's relevance and the diplomatic failure to forge a possible Anglo-German-French alliance, while pointing out how it took a second world war to realize Victor Hugo’s nineteenth-century vision of a United States of Europe-a vision now being challenged by financial crisis and Russia's annexation of Crimea.

This exemplifies a uniquely ambiguous colonial condition in which the interests of Germany and the Ottoman Empire were in constant flux.
