Excerpt from The History, Civil and Commercial, of the British Colonies in the West Indies, Vol. 4 of 4 Soon after I had published the History of the British Colonies in the West Indies, I conceived the design of compiling a general account of the settlements made by all the nations of Europe in that part of the New Hemisphere, but more particularly the French, whose possessions were undoubtedly the most valuable and productive of the whole Archipelago. This idea suggested itself to me on surveying the materials I had collected with regard to their principal colony in St. Domingo; not doubting, as the fortune of war had placed under the British dominion all or most of the other French islands, that I should easily procure such particulars of the condition, population and culture of each, as would enable me to complete my design, with credit to myself, and satisfaction to the public. I am sorry to observe, that in this expectation I have hitherto found myself disappointed. The present publication, therefore, is confined wholly to St. Domingo concerning which, having personally visited that unhappy country soon after the revolt of the negroes in 1791, and formed connections there, which have supplied me with regular communications ever since, I possess a mass of evidence and important documents. The subject has been generally approached either from the point of View of the experienced observer on the spot or of the partisan of some particular policy; my aim has been to bring out from the Parliamentary Papers how largely the present is the heritage of the past. Pace Mr H. M. Stanley, it does not follow that because we are convinced that Great Britain must remain paramount in South Africa, we need therefore refuse any sympathy to Dutch grievances, which are largely due to the mistakes and hesitations of English statesmen in the past. In a volume which deals with a long period of time and many scattered events, there are doubtless mistakes and inaccuracies. For such I would pray pardon in anticipation. Excerpt from First Supplementary Catalogue of the Library of the Royal Colonial Institute The expansion of the Library of the Royal Colonial Institute during the past few years has necessitated the publication of a Supplement to the Catalogue which was issued in' the year 1895, and contained the titles of all works in the Library up to the end of the year 1894. This first Supplement contains the titles of works acquired from that date to the end of the year 1900, and must therefore be consulted in conjunction with the previous Catalogue. Some idea of the rapid growth of the Library may be gained from the fact that whereas the previous Catalogue comprised. About seven hundred pages, the first supplement contains over one thousand pages of closely printed entries, including many rare and unique works. Whilst the Library is kept well supplied with current literature, no effort has been spared to obtain all the earlier published works, both British and foreign, bearing upon the discovery, acquisition and settle ment of the Colonies and Dependencies of the Empire, in order that details regarding their history and develop ment' may be available to those consulting the Library, and the resources at the command of the Institute for supplying information of a reliable character may be of the most comprehensive kind.
