Excerpt from The British Plutarch, Vol. 5 of 6: Containing the Lives of the Most Eminent Statesmen, Patriots, Divines, Warriors, Philosophers, Poets, and Artists, of Great Britain and Ireland, From the Accession of Henry VIII, to the Present Time, Including a Complete History of England From That AEra Neither the exact time of the birth of Henry Booth, nor yet any account of his infant years remains on record; the first mention made of him being, "that during the life of his father, he was knight of the shire for the county of Chester, in several parliaments, in the reign of king Charles II." And in the house of commons he constantly shewed himself a firm opposer of arbitrary power, and a steady friend to the rights of the people. He exerted himself in support of the bill of exclusion; and in the speech which he made on that occasion, he endeavoured to prove, (to use his own words) that the next of kin has not so absolute an inherent right to the crown, but that he may for the good of the nation be set aside: " as all government was instituted for the benefit of the people, and not for the private interest of any particular family or individual. He was very solicitous to have procured an act for the punishing those, who were known to have received bribes from the court, in the parliament which was stiled the Pension Parliament, in the in the reign of king Charles II. In the speech which he made on this subject in the subsequent parliament, he said, "Breach of trust is accounted the most infamous thing in the world, and this these men have been guilty of to the highest degree. Robbery and stealing, our law punishes with death; and what deserve they, who beggar and take away all that the nation has, under the protection of disposing of the people's money for the honour and good of the king and kingdom." To the Present Time, Including a Compendious View of the History of England In 1684, after the demolition of Tangier, the earl of Dartmouth, general of the sea and land-forces, appointed him lieutenant of the Orford; from which time he kept constantly to the sea-service;but did not throw up his commission as a land-officer for several years after. In the year 1685, went lieutenant of his majesty's (James II.) ship Phoenix to the hall Indies; where engaging and boarding a Ziganian pirate, who maintained a desperate light, most of those who entered with him were slain, himself dangerously wounded, and the prize finking, he was taken up with scarcely any remains of life 3 but, by degrees, he was perfectly recovered. In the year 1688, being first lieutenant to Sir John All by, in the fleet commanded by the earl of Dartmouth, and fitted out to oppose the designs of the prince of Orange, he was in a particular manner entrusted and employed in the intrigues then carrying on among the most considerable officers of the fleet, in favour of that prince; and was the person commissioned by them to carry their secret assurances of obedience to his highness;to whom he was privately introduced at Sherborne, by admiral Russel. At his return to the fleet, the earl of Dartmouth sent him, with captain Aylmer and captain Hastings, to carry a message of submission to the prince at Windsor, who made him captain of the Constant Warwick, a fourth-rate man of war. In 1690, he commanded the Hope, a third-rate; and was second to Sir George Rooke, in the engagement oft Beachy-head. His grandfather was Thomas Pitt, Esq; some time governor of Madras, and who sold to the king of France, for 135,000l. the celebrated diamond, commonly known by the appellation of Pitt's diamond. His father was Robert Pitt, Esq; of Boconnock, in Cornwall. After having received a liberal education, he entered into the army, and became a cornet of horse; but he seems soon to have discovered, as one of his biographers has expressed it, "that the senate, and not the camp, the cabinet and not the field, were the scenes for which nature had destined him."
