Indonesia is experiencing an historic and dramatic shift in political and economic power from the centre to the local level. The collapse of the highly centralised Soeharto regime allowed long-repressed local aspirations to come to the fore. The new Indonesian Government then began one of the world's most radical decentralisation programmes, under which extensive powers are being devolved to the district level. In every region and province, diverse popular movements and local claimants to state power are challenging the central authorities. This book is the first comprehensive coverage on decentralisation in Indonesia. It contains contributions from leading academics and policy-makers on a wide range of topics relating to democratisation, devolution and the blossoming of local-level politics.

Considering the size and importance of Indonesia, remarkably little has been published in the West about the society and government of that country. With over 160 million people, it is the fifth most populous country in the world. It is an archipelago of some 13,000 islands, stretching over 5,000 kilometers from from east to west, and contains within it an amazing array of cultures, as well as ethnic, economic, and religious variations. Not surprisingly in view of the country's great size, vast regional differences, and cultural diversity, local government in Indonesia is on a massive scale. The task of managing and financing a system of local government is a troublesome one; the development needs of different regions are vast and the tasks facing local government are generally far beyond their limited resources. It is the purpose of this book not only to describe the existing system of local government but also to analyze it, identify weaknesses and problems with the present arrangement, and to propose realistic lines of reform. This collection of essays will provide a useful and constructive contribution to the discussion of issues central to the system of local government in Indonesia.

Indonesia is an extraordinarily large and diverse nation. Its 6,000 inhabited islands, spread over a huge area, are home to 210 million people and more than 300 linguistic groups. Unlike other large populous nations, however, government in Indonesia has remained highly centralized through decades of authoritarian rule. A quiet upheaval is now underway in Indonesia. Successive governments, prompted by the chaotic events of the late 1990s, have sought to seize the potential gains of decentralization - more effective, more efficient and more responsive government. Decentralisation in Indonesia analyzes these events in detail, describing the challenges, processes and perils of change. It presents the historic context of decentralization, discusses the development and implementation of decentralization policies in Indonesia, identifies the considerable difficulties policymakers have faced in pursuing change, and highlights the work that remains to be done. Decentralization is within reach i

Does decentralization improve public service delivery? Using a combination of quantitative and qualitative methods this study is examining varying outcomes of decentralization policy in Indonesia and shows - both theoretically and empirically - that the performance of newly empowered local governments is deeply rooted in local politics. If local political processes are distorted, political and bureaucratic agents face incentives to use the greater fiscal and political independence that comes with decentralization to draw private 'rents' and consequently often fail to deliver basic services. Conversely, higher accountability increases the political costs of inefficient and inadequate public decisions and public service performance is likely to improve. This requires the interaction of local political institutions, the electoral regime and a well informed and a politically active community able to broadly participate directly and indirectly in exacting accountability. Economists, political scientists and practitioners of decentralization and public sector reform in emerging markets will take great interest in this book. The author is an Economist with an international development institution working on public sector reform and fiscal affairs.
