The Freedom in the World political rights and civil liberties ratings are determined through a multi-layered process of research and evaluation by a team of regional analysts and eminent scholars. Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Cameroun was conceived in 1947 at the Unicafra Congress in Douala, attended by all the aspiring political actors, from which sprung Racam (Rassemblement Camerounais) that declared itself the Cameroun government in embryo. From the ruins of Racam emerged Union des Populations du Cameroun (UPC) in 1948 that stood opposed to French policies in Cameroun.
