Between them, Brian Mulroney and Jean Chrétien radically altered the structure and functions of the federal government, first by signing and implementing major trade liberalization projects, and then by cutting back the size of their governments' budgets and the scope of their policies. Uncle Sam and Us analyzes the Mulroney-Chrétien era's impact on Canadian governance through two related factors, globalization from without and neoconservatism from within. Stephen Clarkson begins his study by conceptualizing the present Canadian state as a five-tiered, nested system stretching from the municipal and provincial levels, through the federal government, and on to the new continental and global spheres of governance: in effect, he argues, the North American Free Trade Agreement and the World Trade Organization have added a 'supraconstitution' to Canada's existing institutions. His analysis concerns the changes that have occurred not just in the federal government, but in provincial and municipal governance as well. The impact of globalization and neoconservatism is examined extensively in the second part of Clarkson's study, which examines how the functions of the Canadian state have altered. Clarkson addresses the changes in a number of policy areas such as macro and monetary policy, regulatory, industrial, and trade policy, as well as social, labour, environmental, cultural, and foreign policy. In linking external forces and internal factors in his analysis, Clarkson brings together separate aspects of the Canadian state into a comprehensive understanding of the current Canadian political climate. He combines a global knowledge of the international political economy with a micro concern for detailed analyses of policy issues, and concludes that the responsibility for Canada's predicament lies less with external forces, than with Canadians and the governments they elected. He ends with a hopeful look into the future, pointing towards a realization of the shortcomings of neoconservative globalization, and the expectation of a new governing paradigm. Despite the recent proliferation of literature on nationalism and on social policy, relatively little has been written to analyse the possible interaction between the two. Scholars interested in social citizenship have indirectly dealt with the interaction between national identity and social programs such as the British NHS, but they have seldom examined this connection in reference to nationalism. Specialists of nationalism rarely mention social policy, focusing instead on language, culture, ethnicity, and religion. The main objective of this book is to explore the nature of the connection between nationalism and social policy from a comparative and historical perspective. At the theoretical level, this analysis will shed new light on a more general issue: the relationships between identity formation, territorial politics, and social policy. Although this book refers to the experience of many different countries, the main cases are three multinational states, that is, states featuring strong nationalist movements: Canada (Québec), the United Kingdom (Scotland), and Belgium (Flanders). The book looks at the interplay between nationalism and social policy at both the state and sub-state levels through a detailed comparison between these three cases. In its concluding chapter, the book brings in cases of mono-national states (i.e. France, Germany, Sweden, and the United States) to provide broader comparative insight on the meshing of nationalism and social policy. The original theoretical framework for this research is built using insight from selected scholarship on nationalism and on the welfare state.

During the last two decades, the debate on multiculturalism has been one-dimensional. It has deployed arguments related to cultural demands linked either to feminism, immigration, or national minorities. Little attention has been given to the relations between these dimensions, and how they affect each other. The purpose of this book is to set a research agenda around the interaction between cultural demands of immigrants and minority nations. The primary aim is to establish basic normative arguments while advancing an institutional analysis in three contexts: Quebec, Flanders and Catalonia. Each part contains two chapters that address the topic in terms of how immigration is seen from a self-government perspective, or how self-government is interpreted from an immigration perspective. The different chapters raise questions related to how this interaction challenges the idea of a culturally homogeneous nation-state, and also pushes us to other conceptualisations of «political community» and de-nationalised forms of citizenship. Current debates on diversity have failed to address these issues in societies where a dual belonging exists.
